Arusberita.id – Dalam pembukaan Rapat Kerja Nasional (Rakernas) Asosiasi Pemerintah Kota Seluruh Indonesia (APEKSI) ke XVII di Balikpapan Sport and Convention Center (BSCC) Dome pada Selasa (4/6), Presiden Joko Widodo (Jokowi) mengingatkan para pemimpin daerah tentang meningkatnya kemacetan di berbagai kota besar di Indonesia. Ia menyebut bahwa beberapa kota seperti Balikpapan, Surabaya, Bandung, dan Medan sudah mulai mengalami kemacetan yang signifikan.
“Pak wali, Kota Balikpapan sudah macet, saya dengar sudah,” kata Jokowi, memperingatkan para pemimpin daerah yang hadir. Ia juga menekankan bahwa kemacetan ini bisa menjadi masalah serius jika tidak segera diatasi dengan menyediakan transportasi umum yang efisien.
Jokowi menyoroti biaya tinggi pembangunan sistem transportasi seperti Mass Rapid Transit (MRT) dan Light Rail Transit (LRT). Ia menyebutkan bahwa biaya pembangunan MRT di Jakarta saat ini sudah mencapai Rp 2,3 triliun per kilometer, sementara LRT dengan gerbong buatan PT INKA menelan biaya sekitar Rp 600 miliar per kilometer.
“Apakah ada kota yang APBD-nya sanggup, tunjuk jari, saya berikan sepeda,” kata Jokowi, menantang para pemimpin daerah untuk menunjukkan kesiapan mereka membangun sistem transportasi tersebut. Namun, tidak ada yang mampu menjawab tantangan tersebut.
Sebagai alternatif yang lebih murah, Jokowi memperkenalkan Autonomus Rapid Transit (ART), kereta otonom tanpa rel yang menggunakan teknologi magnet. Ia menjelaskan bahwa biaya pembangunan ART jauh lebih terjangkau dibandingkan dengan MRT dan LRT, dan bisa menjadi solusi bagi kota-kota dengan anggaran terbatas.
Jokowi mengajak daerah yang memiliki kemampuan anggaran untuk segera berkomunikasi dengan Menteri Perhubungan guna membangun moda transportasi ART. Ia menegaskan bahwa pemerintah pusat siap membantu dengan skema pembiayaan 50-50 antara APBD dan APBN.
“Bila tidak dipikirkan mulai sekarang, dalam kurun waktu 10 hingga 20 tahun yang akan datang semua kota akan macet,” kata Jokowi, memperingatkan dampak jangka panjang dari tidak adanya transportasi umum yang memadai.
“Tidak percaya, kita lihat aja nanti kalau kota tidak menyiapkan diri untuk transportasi masal,” kata Jokowi, menegaskan pentingnya tindakan segera.
