Arusberita.id – Menteri Keuangan Sri Mulyani mengungkapkan UMKM berkontribusi 97 persen ke penciptaan lapangan kerja di Indonesia. Lebih tinggi dibandingkan dengan negara lainnya.
Selain itu, kontribusi UMKM terhadap PDB juga cukup tinggi yakni 61 persen. Namun, dari 64 juta UMKM di Indonesia, baru 20 persen yang bisa mengakses pembiayaan dari perbankan.
“97 (persen) Indonesia job creation dilakukan oleh UMKM, ini relatif sangat tinggi dibandingkan banyak negara lain. Ini juga menunjukkan bahwa mungkin dominasi dari penciptaan kesempatan kerja oleh UMKM not necessarily a format sector,” ujar Sri Mulyani dalam acara BRI Microfinance Outlook 2024, Kamis (7/3).
Menurut Sri Mulyani, masih ada 29 juta UMKM yang belum mendapatkan akses pembiayaan sehingga mau tidak mau masih terjebak rentenir.
“Kita semua tahu, pada akhirnya UMKM seperti tadi 29 juta yang belum dapat akses pembiayaan, mereka akan jatuh pada mekanisme pasar biasa, melalui rentenir, pembiayaannya sangat tinggi,” imbuhnya.
Bendahara negara ini mengungkapkan akses pembiayaan inilah yang menyebabkan UMKM sulit naik kelas. Padahal, kontribusinya ke perekonomian dan tenaga kerja di dalam negeri sangat besar.
“Salah satu faktor yang menjadi kendala adalah pembiayaan. Ada 29,2 juta tidak mampu mengakses pembiayaan, ini lebih ke akses. Itu adalah constraint atau karena masalah affordability,” kata dia.
Oleh sebab itu, ia berharap BRI melalui BRILink bisa menjangkau 29 juta pelaku usaha kecil ini untuk mendapatkan akses pembiayaan. Pasalnya, itu akan berdampak baik pada penciptaan lapangan kerja dan perekonomian dalam negeri.
“Saya harap Pak Narso (Dirut BRI Sunarso) melalui BRILink agent ini dapat menebus dan menjangkau 29 juta orang yang masih belum mendapatkan akses pembiayaan,” paparnya.
Namun, ia menekankan bukan berarti pemerintah tidak ikut andil. Pasalnya, APBN masih terus memberikan subsidi agar usaha ‘wong cilik’ mendapatkan pembiayaan.
Contohnya, subsidi Kredit Usaha Rakyat (KUR) yang ada di semua Bank Himbara. Untuk 2024 anggarannya Rp47 triliun untuk membayar selisih bunga yang harusnya 6 persen menjadi hanya 3 persen.
“Kita juga memiliki KUR yang meskipun di depan nasabah adalah bank. Namun subsidinya dibayar oleh APBN. Anggarannya Rp47 triliun di 2024 untuk meng-cover 280 triliun plafon kredit usaha rakyat yang akan disalurkan lebih dari 44,8 juta debitur. Ini adalah contoh instrumen APBN yang bisa di-leverage untuk bisa menggunakan dana dari perbankan, namun mengurangi beban UMKM yang sangat tinggi,” pungkasnya.
