Arusberita.id – Pemerintah menambah 14 Proyek Strategis Nasional (PSN) baru. Hal itu diputuskan dalam rapat internal yang dipimpin langsung oleh Presiden RI Joko Widodo dan dihadiri para menteri terkait di Istana Negara pada Senin (18/3/2024) lalu.
Adapun, pembiayaan keseluruhan PSN baru yang disetujui berasal dari investor swasta dan tidak membutuhkan dukungan APBN.
Semua PSN baru yang disetujui ditujukan untuk mendukung kebijakan percepatan hilirisasi, mendukung konektivitas, mendukung pengembangan, pemerataan ekonomi nasional dan daerah, menciptakan lapangan kerja, serta mendapatkan dukungan kementerian sektor.
Juru Bicara Kemenko Perekonomian, Haryo Limanseto menyampaikan, pengembangan 14 PSN baru tersebut dilakukan di sejumlah daerah yakni di Kepulauan Riau, Banten, DKI Jakarta, Jawa Barat, Jawa Timur, Kalimantan Timur, Sulawesi Tengah, dan Sulawesi Tenggara.
“Cakupan PSN sendiri tidak hanya terfokus pada pembangunan infrastruktur fisik, namun juga memastikan peningkatan pemerataan ekonomi, penyediaan pangan, pengembangan perbatasan, teknologi, pariwisata hingga pendidikan,” kata Haryo dalam keterangan resminya, dikutip Senin (25/3/2024).
Salah satu PSN baru yang dikembangkan Pemerintah, yakni pengembangan Green Area dan Eco-City di lokasi PIK 2 yang berlokasi di Provinsi Banten.
Pengembangan wilayah berbasis hijau dengan luas lebih kurang 1.756 hektare tersebut dinamakan Tropical Coastland yang ditujukan sebagai destinasi pariwisata baru yang berbasis hijau, guna meningkatkan daya tarik bagi wisatawan.
Destinasi pariwisata ini juga didesain untuk mengakomodasi Kawasan Wisata Mangrove yang merupakan mekanisme pengamanan pesisir secara alami.
Di samping itu, proyek dengan nilai investasi sekitar Rp65 triliun ini diharapkan dapat menyerap sekitar 6.235 tenaga kerja langsung dan 13.550 tenaga kerja sebagai efek pengganda. “Kawasan PIK 2 nantinya akan terhubung dengan Jalan Tol Kamal-Teluknaga-Rajeg yang telah mulai digarap pada tahun 2023 lalu,” tutur Haryo.
Haryo mengungkapkan bahwa proyek pengembangan Green Area dan Eco-City ini didukung secara langsung oleh Menteri Pariwisata dan Ekonomi Kreatif, dengan pertimbangan lokasi yang diusulkan sangat strategis karena berdekatan dengan Kawasan Strategis Pariwisata Nasional (KSPN) Kepulauan Seribu dan Kota Tua – Sunda Kelapa.
Sebagai informasi, pengembangan Tropical Coastland dibiayai dengan dana bersumber non APBN, serta komitmen dari Badan Usaha Pengusul untuk melakukan pembangunan secara bertahap, dengan rencana opening tahap I berupa danau dan tempat ibadah sebagai destinasi Wisata Taman Bhineka paling lambat pada kuartal 3 tahun 2024.
PSN lain yang juga baru ditetapkan pemerintah yakni Kawasan Terpadu Bumi Serpong Damai yang diperkirakan akan menyerap investasi sebesar Rp18,54 triliun. Proyek ini didukung oleh Menteri Kesehatan yang telah menerbitkan Surat Rekomendasi untuk Pengembangan Kawasan Ekonomi Khusus di Kawasan BSD City.
Haryo menjelaskan, pengembangan Kawasan Terpadu di Bumi Serpong Damai tidak dilakukan pada keseluruhan Kawasan BSD, tetapi hanya untuk kawasan dengan luasan sekitar 59,6 hektare.
Adapun, pengembangan wilayah tersebut akan difokuskan pada Pendidikan – Biomedical – Digital. “Proyek ini sejalan dengan rencana pengembangan Biomedical Campus Terintegrasi di area tersebut, untuk mendukung program pengembangan kualitas pendidikan dan kualitas penanganan kesehatan secara nasional,” ujar Haryo.
Kawasan tersebut, lanjut Haryo, nantinya juga akan dikembangkan menjadi Kawasan Ekonomi Khusus (KEK) yang mengembangkan Pendidikan, Riset Kesehatan, Ekonomi Digital, Pengembangan Teknologi, Layanan Kesehatan dan Biomedical.
Untuk pengembangan Biomedical Area di BSD ditargetkan sampai dengan 30 tahun ke depan. Untuk milestone pertama di 2024 yakni dengan adanya Grand Opening BioMedical Campus di tahun 2024.
Lebih lanjut, wilayah yang dipersiapkan sebagai KEK 1 (east district) saat ini telah dilewati oleh Jalan Tol Serpong – Balaraja dan wilayah KEK 2 (west district) nantinya juga akan dilewati oleh Jalan Tol Serpong – Balaraja section 1B.
“Proyek ini juga diperkirakan akan mampu menyerap tenaga kerja sebanyak 10.065 orang secara langsung maupun tidak langsung, dengan estimasi penghematan devisa sebesar Rp10,1 triliun dan perolehan devisa sebesar Rp5,6 triliun dari pengembangan layanan Kesehatan dan biomedical,” ucap dia.
