Arusberita.id – Menteri Keuangan (Menkeu) Sri Mulyani Indrawati mengatakan pencapaian APBN 2023 jauh lebih baik dari yang sudah didesain dan diperkirakan atau ahead the curve. Hal tersebut Menkeu sampaikan dalam konferensi pers APBN Kita di Jakarta pada Selasa (2/1).
“APBN 2 tahun berturut-turut sejak tahun 2022 sudah ahead the curve. Mampu untuk menyehatkan dirinya, namun pada saat yang bersamaan menyehatkan ekonomi dan melindungi masyarakat,” kata Menkeu.
Dalam kesempatan tersebut, Menkeu menjelaskan kinerja positif APBN 2023 didukung pendapatan negara yang tetap tumbuh dan belanja negara yang terus dioptimalkan. Realisasi pendapatan negara mencapai Rp2.774,3 triliun atau 112,6 persen terhadap APBN 2023 atau 105,2 persen dari Perpres 75/2023. Capaian tersebut tumbuh 5,3 persen dibandingkan realisasi tahun 2022.
Sementara, realisasi belanja negara mencapai Rp3.121,9 triliun melampaui alokasi APBN 2023. Capaian tersebut 102,0 persen dari APBN 2023 atau 100,2 persen dari Perpres 75/2023, atau meningkat 0,8 persen dari realisasi tahun 2022.
“APBN dari sisi belanja tetap memberikan dukungan yang sangat kuat. Pendapatan negara kita bagus, penerimaan pajak kita tumbuh kuat, PNBP (Penerimaan Negara Bukan Pajak) kita naik signifikan melebihi apa yang tadinya kita secara konservatif targetkan. Belanja Kementerian/Lembaga bahkan mencapai di atas 100 persen karena beberapa inisiatif baru,” ujar Menkeu.
Belanja negara yang meningkat didukung dengan penerimaan negara yang kuat membuat defisit bisa turun mencapai Rp347,6 triliun atau 1,65 persen dari Produk Domestik Bruto (PDB). Defisit tersebut lebih rendah dari target pada APBN 2023 sebesar 2,84 persen PDB atau pada Perpres 75/2023 sebesar 2,27 persen terhadap PDB.
“Jadi belanjanya naiknya cukup tinggi. Namun karena penerimaan pajak, PNBP tetap terjaga baik, kita mampu menurunkan defisit. Ini adalah capaian dari APBN yang luar biasa. Menyehatkan dirinya, menyehatkan perekonomian, mendukung perekonomian dan program-program prioritas nasional,” kata Menkeu.
Kinerja positif tersebut menyebabkan keseimbangan primer tahun 2023 berhasil kembali mencapai nilai positif sebesar Rp92,2 triliun setelah surplus terakhir di tahun 2011.
“Ini adalah pembalikan yang luar biasa. Kalau dibandingkan tahun 2022, defisit keseimbangan primernya Rp74,1 triliun dan sekarang di Rp92,2 triliun. Turn around-nya itu lebih dari Rp166 triliun dalam satu tahun. Ini adalah cerita positif yang luar biasa dari APBN 2023,” ujar Menkeu.
Menkeu mengungkapkan bahwa APBN telah menjalani complete journey setelah periode pandemi dengan baik sehingga ekonomi kembali pulih. Kinerja APBN 2023 yang terjaga kuat dan sehat menjadi modal positif untuk mengawali tahun 2024. Peran APBN sebagai shock absorber akan terus dioptimalkan dalam menghadapi tantangan di masa depan dan mendukung transformasi ekonomi, serta instrumen mewujudkan kesejahteraan masyarakat.
“Pandeminya sudah kita selesaikan dan atasi dengan baik, ekonominya sudah kita pulihkan, masyarakatnya kita perkuat lagi, dan APBN-nya juga kuat. Ini yang menjadi modal bagi kita untuk memasuki tahun 2024 dan seterusnya karena setiap tahun itu pasti ada shock. Yang harus kita siapkan adalah shock bisa terjadi setiap saat, any time in any form, dalam berbagai bentuk, namun APBN-nya harus tetap siap untuk menjadi instrumen untuk jaga masyarakat dan ekonomi tanpa menyebabkan APBN-nya juga kemudian rusak atau tidak sehat,” kata Menkeu.

To recreate a scenario that may have produced Earth’s first organic molecules, researchers built upon experiments from 1953 when American chemists Stanley Miller and Harold Urey concocted a gas mixture mimicking the atmosphere of ancient Earth. Miller and Urey combined ammonia (NH3), methane (CH4), hydrogen (H2) and water, enclosed their “atmosphere” inside a glass sphere and jolted it with electricity, producing simple amino acids containing carbon and nitrogen. The Miller-Urey experiment, as it is now known, supported the scientific theory of abiogenesis: that life could emerge from nonliving molecules.
For the new study, scientists revisited the 1953 experiments but directed their attention toward electrical activity on a smaller scale, said senior study author Dr. Richard Zare, the Marguerite Blake Wilbur Professor of Natural Science and professor of chemistry at Stanford University in California. Zare and his colleagues looked at electricity exchange between charged water droplets measuring between 1 micron and 20 microns in diameter. (The width of a human hair is 100 microns.)
“The big droplets are positively charged. The little droplets are negatively charged,” Zare told CNN. “When droplets that have opposite charges are close together, electrons can jump from the negatively charged droplet to the positively charged droplet.”
The researchers mixed ammonia, carbon dioxide, methane and nitrogen in a glass bulb, then sprayed the gases with water mist, using a high-speed camera to capture faint flashes of microlightning in the vapor. When they examined the bulb’s contents, they found organic molecules with carbon-nitrogen bonds. These included the amino acid glycine and uracil, a nucleotide base in RNA.
“We discovered no new chemistry; we have actually reproduced all the chemistry that Miller and Urey did in 1953,” Zare said. Nor did the team discover new physics, he added — the experiments were based on known principles of electrostatics.
“What we have done, for the first time, is we have seen that little droplets, when they’re formed from water, actually emit light and get this spark,” Zare said. “That’s new. And that spark causes all types of chemical transformations.”

If it sounds like science fiction, that’s because it is: Dyson took the idea from Olaf Stapledon’s 1937 novel “Star Maker,” and he was always open about that. The late scientist was a professor emeritus at the Institute of Advanced Study in Princeton, New Jersey.
Still, coming from a thinker who some in the scientific community say might have been worthy of a Nobel Prize early in his career, the concept took hold and the hypothetical megastructures became known as Dyson spheres, even though the physicist later clarified that they would actually consist of “a loose collection or swarm of objects traveling on independent orbits around the star.”

“Scientists (at the time) were largely receptive, not to the likelihood that alien civilisations would be found to exist, but that a search for waste heat would be a good place to look,” said George Dyson, a technology writer and author and the second of Dyson’s six children, via email. “Science fiction, from ‘Footfall’ to ‘Star Trek,’ took the idea and ran with it, while social critics adopted the Dyson sphere as a vehicle for questioning the wisdom of unlimited technological growth.”

Despite this, the seven candidates warrant further investigation with powerful telescopes for a more definitive evaluation.”

The big headlines are that Maxwell doesn’t implicate anybody – including Trump – in any wrongdoing and says Epstein didn’t have a client list. But those statements might carry more weight if Maxwell came clean about her and Epstein’s own misdeeds.
She clearly didn’t do that. In fact, she repeatedly cast doubt on them, too.
She denied that Epstein paid her millions of dollars to recruit young women for him. She denied witnessing any nonconsensual sex acts. And she denied seeing anything “inappropriate” from “any man” – seemingly including Epstein.
“I never, ever saw any man doing something inappropriate with a woman of any age,” Maxwell said. “I never saw inappropriate habits.”
Some other Maxwell responses also call her credibility into question.
In another instance, Maxwell claimed Epstein didn’t have “inappropriate” cameras inside his New York, Caribbean, New Mexico and Paris residences. Cameras in his Palm Beach, Florida, house were used because money was being stolen. But Epstein’s seven-story townhouse in Manhattan was outfitted with cameras, the New York Times reported earlier this month. Several of Epstein’s victims have cited a network of hidden cameras.
