Arusberita.id – Badan Pangan Nasional (Bapanas) menyiapkan naskah urgensi penyusunan Rancangan Peraturan Presiden tentang Penyelamatan Susut dan Sampah Pangan (food waste).
“Saat ini kami tengah melakukan penyusunan naskah urgensi terkait upaya penyelamatan pangan dan regulasinya nanti dalam bentuk Peraturan Presiden (Perpres),” ujar Kepala Bapanas, Arief Prasetyo Adi, dalam Rapat Dengar Pendapat (RDP) Komisi IV DPR RI, seperti dikutip pada Selasa (11/6/2024).
Dia mengatakan langkah penyiapan regulasi ini dilakukan guna menekan angka mubazir makanan. Berdasarkan kajian Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional, sampah pangan di Indonesia pada tahun 2000-2019 mencapai 115-184 kg/kapita/tahun.
Jumlah tersebut sepatutnya dapat memberi makan 61-125 juta orang atau sama dengan 29-47% populasi Indonesia.
Adapun, regulasi yang diatur dalam bentuk Perpres tersebut telah melalui kajian yang dilakukan oleh Bapanas dengan melibatkan partisipasi pakar, praktisi, lintas kementerian/lembaga, dan masukan dari berbagai pemangku kepentingan yang terkait, khususnya dari Kementerian Hukum dan HAM.
“Kami terus berproses secara paralel untuk menyusun payung hukum pengaturan penyelamatan pangan berupa Undang-undang sesuai mandat DPR. Hal ini tentunya agar dapat memayungi regulasi penyelamatan pangan yang kemudian bisa diturunkan dalam Peraturan Pemerintah dan peraturan di bawahnya yang lebih operasional,” kata Arief.
“Namun demikian, kita akan lakukan secara bertahap dengan pengaturan awal berupa Perpres atas dasar pertimbangan hasil kajian dan konsultasi dengan Kemenkumham. Perpres ini nantinya akan memberikan peluang pengaturan yang lebih rinci untuk dioperasionalkan,” sambungnya.
