Arusberita.id – Pemerintah berupaya melaksanakan transformasi layanan digital pemerintah untuk meningkatkan keterpaduan pelayanan publik. Hal tersebut disampaikan oleh Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Abdullah Azwar Anas.
Anas menyampaikan Presiden Joko Widodo (Jokowi) memberikan arahan agar jajaran birokrasi mengimplementasikan government technology (GovTech). Anas menyebutkan prestasi digital Indonesia telah naik sebanyak 30 peringkat, dari peringkat 107 menjadi peringkat 77.
“Kita sudah punya contoh baik, seperti Satu Sehat, platform Merdeka Belajar. Kemudian platform (Kartu) Prakerja dan lain-lain tetapi ini belum merata, masing-masing kementerian punya kemampuan yang berbeda-beda,” katanya usai mengikuti Sidang Kabinet Paripurna (SKP) di Istana Negara, Jakarta, Selasa (9/1/2024).
Untuk mencapai hal tersebut, imbuhnya, Presiden telah menerbitkan Peraturan Presiden (Perpres) Nomor 82 tahun 2023. hal ini dalam rangka mempercepat kemajuan digital dan interoperabilitas sistem yang ada di pemerintahan dengan tiga cara.
Tiga pilar utama Perpres tersebut adalah memperkuat tata kelola melalui keterlibatan kementerian koordinator dan kementerian lembaga. Berikutnya membangun kemampuan implementasi pemerintah melalui GovTech, serta fokus pada layanan digital prioritas melalui integrasi dan interoperabilitas.
“Selama ini portal layanan kita, baik di kementerian, lembaga, dan pemerintah daerah, kalau teman-teman masuk isinya kadang fotonya dirjennya. Fotonya ada deputinya, foto kepala dinas,” ujarnya.
“Nah ke depan ini diubah, sehingga ketika masuk orang langsung dapat ‘oh bagaimana kalau saya ngurus BPJS’. ‘Bagaimana kalau saya melahirkan’, ‘bagaimana saya kalau ingin mendapatkan beasiswa’.”.
Anas juga mengungkapkan kebijakan tidak adanya aplikasi baru, melainkan menginteroperabilitaskan aplikasi yang sudah ada. Hal ini diarahkan untuk menghindari rumitnya penggunaan 27 ribu aplikasi yang beredar saat ini.
Presiden memerintahkan agar semua kabupaten/kota mengintegrasikan ratusan aplikasinya ke dalam satu portal layanan umum dalam waktu 3-4 bulan. Sebagai langkah konkrit, Kementerian Kesehatan telah berhasil mengintegrasikan 400 aplikasi Puskesmas ke dalam satu portal layanan.
Pemerintah juga fokus pada pembuatan aplikasi umum yang akan diintegrasikan oleh tim Sistem Pemerintahan Berbasis Elektronik (SPBE). Tentunya melibatkan Kementerian Komunikasi dan Informatika, Kementerian Keuangan, Kementerian Dalam Negeri, BRIN, dan BSSN.
Menteri Anas menegaskan bahwa keberhasilan implementasi GovTech Indonesia akan membawa dampak positif pada pelayanan publik. Sebagai bentuk komitmen lebih lanjut, Presiden juga memberikan arahan mengenai delapan langkah percepatan transformasi digital.
Termasuk pemangkasan proses bisnis, keamanan data, dan transformasi kebijakan pengadaan barang dan jasa terkait digital. Presiden juga menetapkan nama resmi untuk GovTech Indonesia, yaitu “INA Digital” atau “Indonesia Digital.”
