Arusberita.id – Pemerintah memperpanjang bantuan pangan beras sampai Juni 2024. Diperkirakan butuh 1.320.244 ton beras selama 6 bulan di tahun depan untuk disalurkan kepada 22 juta Keluarga Penerima Manfaat (KPM).
“Untuk itu, Bapak Presiden Joko Widodo meminta untuk selalu memperkuat stok CBP (Cadangan Beras Pemerintah) yang nantinya disalurkan melalui bantuan pangan beras kepada 22 juta KPM hingga Juni 2024,” kata Kepala Badan Pangan Nasional Arief Prasetyo Adi dalam keterangan tertulis, Minggu (19/11/2023).
Arief menyatakan keputusan perpanjangan bantuan pangan beras murni bentuk perhatian pemerintah untuk membantu masyarakat berpenghasilan rendah. Ia menampik isu bahwa ini berkaitan dengan muatan politis.
“Perpanjangan bantuan pangan beras sampai Juni 2024 telah melalui pertimbangan pemerintah secara mendalam. Kita pastikan penyaluran ke masyarakat selalu tepat sasaran dan tidak ada muatan politis, mengingat sudah memasuki tahun politik seperti saat ini. Masyarakat dan segenap elemen bisa mengawasi bersama,” tutur Arief.
Arief mengingatkan bahwa panen raya yang biasanya ada di Maret dan April diperkirakan akan mundur atau kemungkinan bergeser 1-2 bulan setelahnya. Di sisi lain, ada momen Pemilu di Februari dan Idul Fitri di April sehingga demand untuk beras sebagai pangan pokok akan mengalami peningkatan.
Sebagaimana diketahui, dalam 2 tahun terakhir puncak tertinggi produksi beras secara bulanan terjadi di Maret dan April. Mengutip data Badan Pusat Statistik (BPS), produksi beras di Maret pada 2022 tercatat 5,49 juta ton dan April 2022 mencapai 4,45 juta ton.
Tren yang sama juga terjadi di 2023, di mana pada Maret 2023 produksi beras mencapai 5,13 juta ton dan April 2023 tercatat 3,66 juta ton. Momen tersebut menandakan waktunya panen raya.
“Tentunya NFA bersama Perum Bulog akan mengantisipasi pergeseran masa panen raya tahun depan apabila benar tidak terjadi di Maret dan April. Kita komitmen akan menyerap produksi beras dalam negeri untuk terus memperkuat stok CBP. Ini menjadi tantangan karena kebutuhan stok CBP untuk bantuan pangan beras selama 6 bulan di 2024, kita estimasi memerlukan total 1.320.244 ton,” ungkap Arief.
Arief menyatakan penyaluran bantuan pangan beras ini berperan sebagai unsur penekan harga beras di tingkat konsumen dan menjaga inflasi nasional. Meskipun sumber CBP termasuk berasal dari pengadaan luar negeri, ia menekankan harga di tingkat petani tidak akan begitu terpengaruh.
“Dapat dilihat, selama dua kali tahap penyaluran bantuan pangan beras di tahun ini, inflasi dapat terjaga, terutama inflasi beras. Begitu pula harga beras di konsumen yang dapat ditekan agar tidak bergejolak semakin tinggi,” ujar eks Direktur Utama ID FOOD ini.
Bantuan pangan beras tahap pertama yang disalurkan sejak April-Juli 2023, turut mendorong penurunan tingkat inflasi beras. Tercatat pada Februari 2023 tingkat inflasi beras secara bulanan (month to month) berada di 2,63%, menurun hingga mengalami deflasi pada Juli 2023.
Selanjutnya, pasca penyaluran bantuan pangan beras tahap kedua yang dimulai kembali di September 2023, menunjukan penurunan inflasi beras secara bulanan. Pada September 2023, inflasi beras secara bulanan tercatat ada di 5,61%. Sementara inflasi beras di Oktober 2023 turun menjadi 1,72%.
“Untuk tingkat petani, saya mendampingi Bapak Presiden dalam beberapa kali kesempatan, langsung bersua dengan para sedulur petani. Mereka mengaku senang dengan harga gabah saat ini. Kita memang melakukan pengadaan beras dari luar untuk stok CBP, tapi itu selalu terukur dan dijamin tidak membuat harga di level petani menjadi anjlok,” tegas Arief.
Lebih lanjut, total keluarga yang akan menerima bantuan pangan beras di 2024 sebanyak 22.004.077 KPM. Ini berdasarkan data dari Pensasaran Percepatan Penghapusan Kemiskinan Ekstrem (P3KE) Kementerian Koordinator Bidang Pembangunan Manusia dan Kebudayaan (Kemenko PMK).
“Bantuan pangan beras di tahun depan itu diberikan ke 22 juta masyarakat yang sangat membutuhkan. Itu sekitar 10 persen dari total penduduk Indonesia yang memiliki daya beli yang rendah. Beras telah menjadi komponen kebutuhan pokok kita, sehingga saat bantuan ini disalurkan, akan bisa menguatkan daya beli masyarakat dan pada akhirnya menjaga inflasi nasional,” pungkas Kepala NFA Arief Prasetyo Adi.
