Arusberita.id – Pemerintahan Presiden Joko Widodo (Jokowi) memutuskan penyaluran bantuan pangan beras kepada 21,353 juta Keluarga Penerima Manfaat (KPM) diperpanjang sampai akhir tahun 2023. Untuk pelaksanannya, Kepala Badan Pangan Nasional (Bapanas) Arief Prasetyo Adi menugaskan Perum Bulog.
Penugasan itu tertuang dalam Surat No 171/TS.03.03/K/7/2023 tentang Penugasan Penyaluran Cadangan Pangan Pemerintah dalam rangka Bantuan Pangan Beras, yang diteken Arief pada 21 Juli 2023.
“Tambahan bantuan pangan beras tersebut sesuai hasil keputusan ratas (rapat terbatas) tentang Peningkatan Produksi dan Hilirisasi Produk Pangan tanggal 10 Juli 2023, di mana Presiden Joko Widodo memerintahkan untuk melanjutkan program penyaluran bantuan pangan beras berdasarkan usulan Badan Pangan Nasional,” kata Arief dalam keterangan tertulis, Selasa (25/7/2023).
Sebelumnya, jelas Arief, program serupa telah dilaksanakan. Yaitu, menyalurkan bantuan beras kepada 21,353 KPM dengan total bera yang disalurkan mencapai 640 ribu ton. Yang rampung dilaksanakan dalam tiga tahap yaitu pada bulan Maret, April, dan Juni 2023.
“Kami telah menugaskan Bulog untuk mempersiapkan penyaluran bantuan pangan beras bulan Oktober, November, dan Desember 2023 mendatang,” katanya.
“Sehingga nantinya bantuan ini dapat menjadi bantalan sosial bagi masyarakat berpendapatan rendah untuk menjaga daya beli dan upaya pengendalian inflasi pangan, di mana kita akan menghadapi momentum Natal 2023 dan Tahun Baru 2024,” terang Arief.
Untuk perpanjangan ini, Pemerintahan Presiden Jokowi menjelaskan besaran bantuan pangan beras yang akan diperpanjang sama seperti periode sebelumnya, yaitu 10 kg per penerima.
Dan, rencananya akan digelontorkan dalam tiga tahap, sehingga setiap KPM akan menerima 30 kg beras.
“Bantuan tersebut bersumber dari Cadangan Beras Pemerintah (CBP) yang dikelola Bulog berdasarkan Peraturan Presiden (Perpres) No 125/2022 tentang Penyelenggaraan Cadangan Pangan Pemerintah,” katanya.
“Penyaluran bantuan pangan di akhir tahun 2023 akan memberikan dampak positif terhadap penguatan daya beli masyarakat dan pengendalian inflasi. Pemerintah mewaspadai potensi kenaikan permintaan bahan pangan pada periode Natal dan Tahun Baru. Sehingga harus diantisipasi agar tidak berdampak pada lonjakan harga pangan,” tambahnya.
Di sisi lain, dia mengatakan, terus mendorong Bulog melakukan penyerapan beras guna menambah stok, melalui pengadaan dari dalam negeri maupun luar negeri.
“Bapak Presiden Jokowi telah memerintahkan agar di akhir tahun 2023 nanti kita masih memiliki stok sekitar 1,2 juta ton untuk dibawa (carry over) ke tahun 2024,” katanya.
“Sehingga kita bisa lebih baik dalam melakukan langkah-langkah antisipasi stabilisasi pasokan dan harga pangan, untuk itu perencanaannya telah kami siapkan dengan baik,” pungkas Arief.
