Arusberita.id – Pemerintah melalui Badan Pangan Nasional (Bapanas)/ National Food Agency (NFA) menugaskan Perum Bulog untuk melakukan impor beras sebesar 2 juta di 2023 plus tambahan 1,5 juta ton pada akhir tahun.
Kepala Bapanas Arief Prasetyo Adi mengatakan, kebijakan tersebut merupakan alternatif pahit yang harus ditempuh dalam kondisi produksi padi nasional yang mengalami penurunan akibat perubahan iklim El Nino.
“Dampak El Nino baru dirasakan dua hingga tiga bulan, sejak pertengahan tahun 2023. Hal tersebut mengakibatkan penurunan produksi beras yang menyebabkan terjadinya defisit bulanan neraca beras pada Januari dan Februari 2024 ini,” kata Arief dalam keterangan pers di Jakarta, Selasa (16/1/2024).
Di 2024 ini, Bapanas bersama Bulog berkomitmen untuk memprioritaskan menyerap produksi dalam negeri.
Karena itu, momentum panen raya di awal tahun ini harus betul-betul dioptimalkan. Apalagi, kata Arief, Badan Pusat Statistik (BPS) memperkirakan bahwa Indonesia akan mengalami defisit beras pada Januari-Februari 2024.
Sementara minus di Januari 2024 diperkirakan sebesar 1,61 juta ton dan pada Februari 2024 sebesar 1,22 juta ton.
“Total defisit beras 2,83 juta ton. Kondisi tersebut dapat menyebabkan eskalasi harga beras, sehingga perlu ada antisipasi,” ujar Arief.
Menjelang panen raya, Bapanas juga berkomitmen tetap menjaga harga beras di tingkat petani agar tidak jatuh terlalu dalam saat panen raya.
“Kami selalu berupaya menjaga keseimbangan harga mulai dari produsen sampai konsumen. Importasi beras tidak banyak mempengaruhi harga di tingkat petani,” ujarnya.
Lebih lanjut Arief menjelaskan, sesuai penugasan Bapanas kepada Bulog, stok Cadangan Beras Pemerintah (CBP) yang ada di Perum Bulog minimal di angka 1 juta ton.
Oleh karena itu, beras yang berasal dari importasi yang masuk hingga akhir tahun 2023 lalu dijadikan penguatan stok CBP.
Arief mengatakan, melalui upaya tersebut, sepanjang 2023 stok CBP berhasil terjaga selalu di atas 1 juta ton.
“Dengan kondisi stok yang mumpuni tersebut, CBP digelontorkan ke masyarakat melalui program Stabilisasi Pasokan dan Harga Pangan (SPHP) dalam bentuk operasi pasar dan Gerakan Pangan Murah (GPM), serta penyaluran bantuan pangan beras kepada lebih dari 21,3 juta Keluarga Penerima Manfaat (KPM),” ujarnya.
Arief melanjutkan pada 2023, Bapanas bersama Pemerintah Daerah sudah menggelar program GPM yang mencapai 1.626 titik lokasi yang tersebar di 36 provinsi dan 324 kabupaten kota di seluruh Indonesia.
Kemudian realisasi penyaluran beras SPHP berhasil mencapai 1,16 juta ton dari target 2023 di angka 1,08 juta ton. Sementara bantuan pangan beras telah terlaksana selama 7 bulan dalam 2 tahapan.
