Arusberita.id – Emiten teknologi PT GoTo Gojek Tokopedia Tbk (GOTO) resmi bekerja sama degan platform hiburan Tiktok. Goto dan Tiktok diharapkan dapat mendukung kinerja usaha mikro kecil dan menengah (UMKM) lokal.
Menteri Komunikasi dan Informatika (Menkominfo) Budi Arie Setiadi mengingatkan, penggabungan dua platform terkemuka Tiktok dan Goto perlu menjadi upaya kedua belah pihak untuk mendukung pertumbuhan UMKM. “Selama business to business oke saja, yang penting itu ada komitmen untuk mendukung dan membela UMKM di Indonesia,” kata Budi Arie di Kompleks Istana Kepresidenan, Jakarta, Senin (11/12/2023).
Budi mengatakan, penggabungan kedua platform terkemuka itu juga tidak menimbulkan polemik dari sisi kerangka regulasi. Namun, ia mengingatkan kedua pihak agar mengurus izin sebagaimana Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 tentang Perizinan Berusaha, Periklanan, Pembinaan, dan Pengawasan Pelaku Usaha dalam Perdagangan Melalui Sistem Elektronik (PMSE). “Nanti ke (Kementerian) Perdagangan,” ujar dia.
Beberapa kebijakan terkait platform e-dagang (e-commerce) dalam Permendag Nomor 31 Tahun 2023, antara lain, tentang kebijakan multichannel di e-commerce, yakni kepatuhan dengan aturan pemisahan e-commerce dari media sosial.
Kemudian, ada juga kebijakan larangan bagi e-commerce untuk memberi ruang bagi barang dumping di negara asalnya atau barang impor dengan harga ekspor yang lebih rendah dibanding negara asalnya.
Kebijakan lainnya, Permendag Nomor 31 Tahun 2023 adalah barang impor yang dijual di “e-commerce” juga harus memiliki izin edar dari BPOM, punya SNI, dan memiliki sertifikasi halal.
Menteri Koperasi dan UKM Teten Masduki mengingatkan, platform asal Cina, yaitu Tiktok, agar mematuhi regulasi dan mengutamakan UMKM. Ia menekankan supaya Tiktok dan Goto mematuhi regulasi di Tanah Air, khususnya Permendag Nomor 31 Tahun 2023.
“Tiktok dan Goto harus ikut mengembangkan program pemerintah, memberdayakan UMKM kita dan membangun bisnis model yang berkelanjutan,” katanya.
Beberapa kebijakan dalam Permendag Nomor 31 Tahun 2023 yang menurutnya harus dipatuhi Tiktok dan Goto, yakni pertama, tentang kebijakan multichannel di e-commerce, yakni kepatuhan dengan aturan pemisahan e-commerce dari media sosial. Kedua, Tiktok dan Goto dilarang memberi ruang bagi barang dumping di negara asalnya atau barang impor dengan harga ekspor lebih rendah dibanding negara asalnya.
“Oleh karena itu, para merchant yang menjual produk impor harus dilengkapi dokumen importasi supaya tidak menjual barang ilegal,” kata Teten. Ketiga, dia melanjutkan, ia juga meminta Tiktok dan Goto tidak menjual barang impor yang dokumennya tidak lengkap.
Barang impor yang dijual di online, kata dia, harus memiliki izin edar dari BPOM, ber-SNI, dan bersertifikasi halal. Semua itu, kata dia, perlu dilengkapi demi melindungi konsumen di Indonesia.
Keempat, Tiktok dan Goto diminta tidak menjual barang yang harganya berada di bawah harga pokok penjualan (HPP) dalam negeri. Tujuannya, melindungi UMKM produsen dalam negeri.
“Kelima, platform online termasuk Tiktok dan Goto tidak boleh menjual produk sendiri. Ini untuk menghindari adanya diskriminasi terhadap brand atau produk lokal yang dijual di platform mereka,” ujar Teten.
Persoalan Tiktok yang berinvestasi pada Tokopedia menurutnya merupakan urusan business to business (B2B) antara Tiktok dan Goto. Itu karena investasi pada e-commerce memang diperbolehkan, termasuk investasi asing.
Seperti diketahui, Goto resmi bekerja sama degan Tiktok. Melalui kerja sama ini, Tiktok menginvestasikan lebih dari 1,5 miliar dolar AS atau sekitar Rp 23,4 triliun.
Sebagai bagian dari kemitraan strategis tersebut, bisnis Tokopedia dan Tiktok Shop Indonesia akan dikombinasikan di bawah PT Tokopedia. Tiktok akan memiliki pengendalian atas PT Tokopedia.
“Fitur layanan belanja dalam aplikasi Tiktok di Indonesia akan dioperasikan dan dikelola oleh PT Tokopedia,” kata manajemen Goto melalui siaran pers.
Goto akan mempertahankan kepemilikan 24,99 persen di Tokopedia yang tidak akan terdelusi lebih lanjut dengan pendanaan Tiktok. Melalui kesepakatan ini, Tiktok dan Goto dapat memperluas manfaat bagi pengguna serta pelaku UMKM Indonesia.
Goto juga akan menerima aliran pendapatan dari Tokopedia sejalan dengan skala dan pertumbuhan perusahaan tersebut. Kemitraan strategis ini akan diawali dengan periode uji coba yang dilaksanakan dengan konsultasi dan pengawasan dari kementerian serta lembaga terkait.
Ke depannya, Tiktok, Tokopedia, dan Grup Goto berkomitmen memberikan manfaat lebih luas bagi para pelaku UMKM di Indonesia dengan memanfaatkan platform e-commerce dan mendorong penciptaan jutaan lapangan kerja baru dalam lima tahun mendatang. Dengan penggabungan kedua bisnis tersebut, lebih dari 90 persen merchant merupakan pelaku UMKM.
Transaksi tersebut diharapkan akan selesai pada kuartal pertama 2024. Kesepakatan ini sejalan dengan langkah Grup Goto untuk memperkuat posisi keuangan serta strategi perseroan untuk memperluas cakupan pasar.
Untuk memastikan keberlanjutan langkah PT Tokopedia dalam mendorong perkembangan ekonomi digital nasional, akan dibentuk komite untuk memfasilitasi transisi dan integrasi yang diketuai oleh Patrick Walujo, dengan dukungan dari perwakilan PT Tokopedia dan Tiktok. Dalam transaksi ini, Goldman Sachs bertindak sebagai penasihat keuangan untuk Grup Goto.
