Arusberita.id – Gabungan Industri Kendaraan Bermotor Indonesia (Gaikindo) tengah menunggu terbitnya beleid mengenai mekanisme insentif bebas pajak untuk impor mobil listrik secara penuh atau Completely Built-Up (CBU) atau kendaraan utuh hingga akhir 2025.
Pasalnya, dalam beleid tersebut akan dijelaskan secara rinci petunjuk pelaksanaan (juklak) ataupun petunjuk teknis (juknis) insentif yang digulirkan demi membangun industri kendaraan listrik (electric vehicle/EV) dalam negeri.
Ketua I Gaikindo, Jongkie D. Sugiarto mengatakan, setelah juklak ataupun juknis terbit, baru lah produsen kendaraan dapat menentukan langkah menyikapi insentif yang tertuang dalam Perpres 79/2023.
Perpres tersebut merupakan revisi dari Perpres 55/2019 terkait percepatan Kendaraan Bermotor Listrik Berbasis Baterai (KBLBB) tersebut.
“Kami menunggu juklak dan juknis nya dulu saja. Aturan detailnya kan dijelaskan di juklak juknis, sehingga para APM (Agen Pemegang Merek) juga jelas akan langkah-langkahnya,” kata Jongkie kepada kumparan pada Sabtu (17/12).
Jongkie bilang, sejauh ini Gaikindo belum melakukan pembahasan mengenai Perpres ini. “Kita belum membahas Perpres 79/2023,” tambah Jongkie.
Sehingga menurutnya, masih terlalu dini untuk melihat peluang investasi dan keberhasilan dari insentif ini. Terlebih, hal ini akan bergantung pada strategi penjualan dan kinerja APM.
“Keputusan mengenai investasi dan lain-lain, ada di tangan APM yang bersangkutan. Semua tergantung dari strategi penjualan dan rencana kerja masing-masing APM,” tutup Jongkie.
Sebelumnya, Pemerintah memberikan insentif bebas pajak bagi produsen kendaraan listrik untuk mengimpor Completely Built Up (CBU) atau kendaraan utuh hingga akhir 2025.
Dalam catatan kumparan, Presiden Jokowi akhirnya meneken Perpres No 79 Tahun 2023. Jokowi menambahkan tiga poin dalam pasal 1, yakni poin 14, 15, dan 16 yang mengatur soal konversi kendaraan bermotor BBM menjadi motor listrik.
Sementara, pasal 18 diubah menjadi perusahaan industri KBL Berbasis Baterai yang melakukan pengadaan dari impor dalam keadaan utuh (Completely Built-Up/ CBU) sebagaimana dimaksud dalam Pasal 12 dapat diberikan insentif.
Deputi Bidang Koordinasi Infrastruktur dan Transportasi Kemenko Marves Rachmat Kaimudin mengatakan, insentif tersebut dapat dimanfaatkan jika dibarengi dengan komitmen untuk membangun pabrik kendaraan listrik.
Tidak hanya membuat pabrik, syarat lain, kata Rachmat, produsen yang telah menikmati insentif juga diharuskan memproduksi produk dengan Tingkat Komponen Dalam Negeri (TKDN) sesuai roadmap. Lalu, melakukan ekspor produk sesuai dengan jumlah CBU yang pernah diimpor dari luar negeri.
“Mungkin gamblangnya, sampai akhir 2025 mereka boleh impor CBU, misalnya impor 1.000 (unit), sampai 2027 pabriknya jalan, mereka harus memenuhi TKDN dan produksi 1.000 juga,” jelas Rachmat.
