Arusberita.id – Presiden Joko Widodo atau Jokowi menjawab kritikan bakal calon presiden (bacapres) Anies Baswedan atas pelaksanaan Proyek Strategis Nasional (PSN) yang berujung pada konflik agraria. Transparansi dan isu titip proyek pun menjadi sorotan.
“Ya ditunjuk saja proyek mana yang nitip siapa,” tutur Jokowi di Istana Merdeka, Jakarta Pusat, Minggu (1/10/2023).
Sebelumnya, bakal capres dari Koalisi Perubahan Anies Baswedan mengkritik Proyek Strategis Nasional (PSN) yang dilangsungkan pemerintah pusat hingga berujung pada konflik agraria antara penduduk lokal dengan pemerintah di beberapa lokasi.
Hal itu, disampaikan Anies menjawab pertanyaan Jurnalis Najwa Shihab terkait dengan catatannya mengenai adanya 32 konflik agraria yang terjadi di Indonesia dan 11 konflik itu terjadi lantaran PSN, termasuk yang terbaru adalah PSN Rempang Eco City, di Pulau Rampang, Kepulauan Riau.
“Apa ruang yang harus diperbaiki? Satu, penentuan program sebagai program strategis atau tidak, harus ada di tangan teknokrasi, bukan di tangan dunia usaha,” kata Anies dalam acara ‘3 Bacapres Bicara Gagasan’ di Graha Sabha Pramana Universitas Gadjah Mada (UGM), Selasa (19/9/2023).
Anies menjelaskan, memang PSN awalnya merupakan langkah baik dari pemerintah pusat guna mempercepat pembangunan agar berdampak pada kesejahteraan warga. Namun, Anies menilai eksekusi PSN masih meninggalkan banyak catatan.
“Idenya untuk mempercepat itu fine. Itulah yang kita harapkan untuk bisa meraih kesejahteraan lebih cepat,” ungkap dia.
Menurut Anies, ada ruang yang harus diperbaiki untuk melaksanakan PSN. Anies berujar, penentuan program sebagai program strategis harus ada di tangan teknokrasi, bukan di tangan dunia usaha.
Janji Anies Terkait PSN Jika Jadi Presiden
Oleh sebab itu, jika menjadi presiden terpilih pada 2024 nanti, Anies bakal membuka obrolan seluas-luasnya dengan berbagai pihak termasuk masyarakat terkait PSN.
“Jadi penentuan PSN-nya itu kunci. Lalu di situ perlu partisipasi publik. Kita seringkali tidak tahu kenapa sesuatu masuk menjadi PSN. Harus ada transparansi, agar program-program yang masuk PSN bisa dipertanggungjawabkan,” jelas dia.
“Sehingga ini tidak akan menjadi tempat untuk titipan. kalau tempatnya jadi titipan, apa yang terjadi? Siapa saja bisa titip, dan kita tidak tahu prosesnya, apa dampaknya, semuanya masuk dalam kategori PSN,” sambung Anies.
Anies meyakini, transparansi dan pelibatan publik menjadi kunci agar terselenggaranya PSN yang tidak menimbulkan konflik. Hal itu, kata dia harusnya dilakukan sejak penyusunan Rencana Pembangunan Jangka Menengah Nasional (RPJMN).
“Jadi gagasan PSN itu sendiri bukan gagasan yang bermasalah, tetapi kriteria masuk PSN-nya harus dibuat transparan, jelas,” ucap Anies.
Anies, lalu ditanyai kembali apakah bakal melihat ulang sejumlah PSN baik Rempan Eco City maupun Ibu Kota Nusantara di Kalimantan. Anies pun mengiyakan. Sebab dia berpandangan PSN harusnya tidak menjadi selera personal presiden dan menteri-menterinya.
“Itu bukan hanya, kemudian selera presiden, selera menteri, dibuka kepada publik, diberikan kesempatan untuk pembahasan bersama publik. Maka program-program yang memang sejalan dengan kepentingan publik pasti akan jalan. Tapi program yang tidak sejalan dengan kepentingan publik tidak akan menerimanya,” kata Anies.
“Jadi bukan saya selera pribadi 1,2,3,4, bukan tapi libatkan publik, maka saya percaya kalau libatkan publik maka publik akan bisa memilih yang baik,” lanjut dia.
