Arusberita.id – Pemerintah memastikan, pelaksanaan program makan bergizi gratis (MBG) pada masa pemerintahan Presiden Terpilih Prabowo Subianto tidak akan memanfaatkan utang ataupun pembiayaan dari lembaga asing di luar negeri.
Deputi Bidang Pendanaan Pembangunan Kementerian Perencanaan Pembangunan Nasional (PPN)/Bappenas Scenaider Clasein Hasudungan Siahaan mengatakan, pembiayaan program yang memanfaatkan utang biasanya dilakukan untuk yang mampu menghasilkan penerimaan langsung di APBN.
“Enggak bakal dari pinjaman lah itu. Prinsipnya kita akan membiayai dari pinjaman itu untuk kegiatan yang bisa generate income, revenue, yang sifatnya investasi,” kata Scenaider di Gedung DPD, Jakarta, Senin (2/9/2024).
“Ini kan human resources jauh ke depan (MBG), jadi kita perkirakan bukan dari pinjaman luar negeri lah,” tegasnya.
Scenaider menekankan, seperti yang sudah disampaikan Menteri Keuangan Sri Mulyani Indrawati, program itu akan memanfaatkan anggaran dari dana cadangan pendidikan, sehingga juga tidak mengganggu porsi anggaran belanja pendidikan yang dipatok 20% dari APBN.
Maka, sifat anggarannya untuk yang 2025 sebesar Rp 71 triliun adalah pembiayaan investasi atau below the line sebagaimana kebijakan penyertaan modal negara (PMN) yang biasanya dikucurkan ke BUMN. Akibatnya, belanja program itu juga tidak membuat angka defisit APBN membengkak.
“Tapi most likely dia tidak akan menambah atau memperberat postur defisitnya dan kalau below the line selama ini anggaran pendidikan ada di LPDP, cadangan pendidikan, coba lihat di situ saldonya berapa. Mungkin apakah itu nanti bu menteri masuk alokasi ke situ let see lah,” ujarnya.
Menteri Keuangan Sri Mulyani Indrawati sebelumnya juga telah menekankan, anggaran untuk program makan bergizi gratis senilai Rp 71 triliun pada 2025, yang diambil dari pos anggaran dana pendidikan yang sebesar 20% dari APBN, tidak menyomot anggaran dari dana-dana yang sudah ditetapkan penggunaannya setiap tahun.
Ia menekankan anggaran dana makan bergizi yang berasal dari pos anggaran pendidikan itu berasal dari dana cadangan pendidikan. Dengan begitu tidak akan mempengaruhi anggaran seperti untuk pembayaran gaji guru, hingga operasional sekolah yang berpotensi menaikkan biaya UKT.
“Jadi itu belanja tapi posnya tidak allocated tapi dari dana-dana cadangan pendidikan yang bisa kita gunakan untuk program makan bergizi gratis,” kata Sri Mulyani saat rapat kerja dengan Komite IV DPD, Jakarta, Senin (2/9/2024).
