Arusberita.id – Pemerintah Indonesia melalui Kementerian Perencanaan Pembangunan Nasional/Bappenas meluncurkan peta jalan ekonomi biru (Indonesia Blue Economy Roadmap) sebagai sebagai sumber pertumbuhan baru bagi Indonesia untuk mencapai Visi Indonesia 2045.
“Peta jalan ekonomi biru memberikan lebih banyak panduan operasional untuk mempromosikan ekonomi biru yang kompetitif, inovatif, berkelanjutan, dan inklusif,” ungkap Menteri PPN/Kepala Bappenas Suharso Monoarfa dalam ASEAN Blue Economy Forum di Tanjung Pandan, Senin, 3 Juli 2023.
Adapun, Visi Indonesia 2045 atau Wawasan Indonesia 2045 adalah gagasan ideal bagi Indonesia untuk mewujudkan tingkat kesejahteraan rakyat Indonesia yang lebih baik dan merata dengan kualitas manusia yang lebih tinggi, ekonomi indonesia yang meningkat menjadi negara maju dan salah satu dari lima kekuatan ekonomi terbesar dunia, serta pemerataan yang berkeadilan di semua bidang pembangunan.
Sebelum meluncurkan Indonesia Roadmap Ekonomi Biru, Kementerian PPN/Bappenas pada 2021 telah meluncurkan Kerangka Pembangunan Ekonomi Biru, bekerja sama dengan Organisasi Kerja Sama dan Pembangunan Ekonomi atau Organization of Economic Co-operation and Development (OECD) dalam mencapai visi Indonesia 2045.
Kerangka tersebut, jelas Suharso, memberikan panduan kebijakan dan program untuk mencapai Visi Indonesia 2045 dan berkontribusi terhadap ambisi global untuk bertransisi ke ekonomi biru yang berkelanjutan.
“Kami yakin ekonomi biru berbasis pengetahuan dapat menciptakan kemakmuran, memastikan lingkungan laut yang sehat, dan memperkuat ketahanan untuk kepentingan generasi sekarang dan mendatang, didukung oleh semua pemangku kepentingan,” paparnya.
Selanjutnya, di bawah Presidensi G20 Indonesia tahun lalu, Indonesia berhasil menginisiasi Global Blended Finance Alliance (GBFA) di Bali 2022 untuk memobilisasi sumber pembiayaan pembangunan baru dari non-pemerintah.
Indonesia juga meluncurkan Blue Halo S dan Ocean 20 di tahun lalu untuk menampilkan cetak biru untuk mengatasi kesenjangan keuangan dengan memadukan modal publik, swasta, dan filantropi guna memitigasi risiko dan mempercepat tindakan.
“Kami menyelaraskan GBFA dengan Bali Kerthi Development Fund, yang dibentuk untuk mengimplementasikan Roadmap of New Era Bali Kerthi Economic Transformation. Transformasi ekonomi ini dimaksudkan untuk menunjukkan komitmen Bali yang hijau dan berkelanjutan,” urai Suharso.
Terkait pengembangan terhadap potensi ekonomi biru di ASEAN, sambungnya, negara-negara ASEAN bisa memanfaatkan aliansi keuangan campuran global (Global Blended Finance Alliance/GBFA).
“Dengan GBFA, kami dapat menyatukan beberapa investor terkemuka dan pakar ekonomi biru, seperti ekowisata, pengelolaan limbah laut dan pesisir, perikanan berkelanjutan, serta industri manufaktur terkait kelautan,” jelas dia.
Potensi ekonomi biru ASEAN
Suharso menerangkan, ekonomi biru merupakan potensi besar bagi ASEAN karena lebih dari 66 persen luas wilayah Asia Tenggara adalah samudera dan lautan dengan luas 8,9 juta kilometer persegi atau sekitar 2,5 persen dari total lautan dunia.
“Selain itu, sungai lintas batas seperti Sungai Mekong juga menjadi jalan untuk mengembangkan ekonomi biru di ASEAN. Tidak mengherankan jika perairan Asia Tenggara menyumbang 15 persen dari perikanan global dan mempekerjakan sekitar 625 juta orang di sektor terkait,” bebernya.
Selain itu, ekonomi biru dapat menyediakan makanan, pekerjaan, dan air bagi ratusan juta masyarakat rentan di dunia. Ini menghasilkan USD3 triliun hingga USD6 triliun dan sekitar 260 juta pekerjaan untuk ekonomi dunia per tahun.
Selain itu, OECD memperkirakan nilai tambah dari ekonomi laut dunia akan berlipat ganda dalam dua puluh tahun ke depan. “Dari USD1,5 triliun pada 2010 menjadi USD3,0 triliun pada 2030,” jelas Suharso.
