Arusberita.id – Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Abdullah Azwar Anas meminta seluruh Pemerintah Daerah (Pemda) bersiap menerapkan digital leadership.
Menurutnya, kepemimpinan digital menjadi hal penting dalam mereformasi tata kelola pemerintahan.
Eks Bupati Banyuwangi ini menilai, kepemimpinan digital mampu menyelesaikan berbagai macam persoalan. Selain itu, mempercepat pelayanan kepada publik.
“Dengan pelayanan digital, masyarakat yang jauh dari pusat layanan publik bisa mengaksesnya dengan mudah,” kata Anas dalam acara Sapa ASN, di Kabupaten Buleleng, Bali, Senin (20/5/2024).
Anas menjelaskan, digital leadership perlu dimiliki setiap pemimpin. Hal ini berkaitan dengan percepatan transformasi digital, meliputi aspek digital structure, digital competence dan digital culture yang sedang digagas Pemerintah.
“Ini penting dalam memperbaiki tata kelola Pemerintahan kita,” tegasnya.
Anas menjelaskan, Presiden Jokowi telah meneken Perpres Nomor 82 Tahun 2023 tentang Percepatan Transformasi Digital dan Keterpaduan Layanan Digital Nasional. Beleid itu mengatur soal percepatan integrasi 9 layanan prioritas dan pembentukan GovTech Indonesia.
“Melalui percepatan ini, masyarakat cukup meng-input sekali saja dalam portal nasional layanan publik karena akan disatukan. Jadi, tidak lagi bertumpuk,” terang mantan Kepala Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) tersebut.
Saat ini, lanjut Anas, terdapat 9 layanan prioritas yang menjadi fokus transformasi digital ke depan yang akan dikolaborasikan bersama Govtech Indonesia.
Layanan-layanan tersebut akan terpadu dalam satu portal yang berbasis citizen centric yang mengakomodasi kebutuhan masyarakat.
Layanan itu meliputi pendidikan, kesehatan, layanan bantuan sosial, layanan kepolisian, administrasi kependudukan, layanan transaksi keuangan negara, administrasi pemerintahan, pertukaran data, serta portal layanan publik.
Anas mencontohkan sejumlah pengalaman transformasi digital pelayanan publik di banyak negara. Di Inggris, dari sebelumnya ada 1.000 aplikasi, kini telah diintegrasikan ke 75 aplikasi. Juga ada 2.000 layanan berbasis web di Inggris yang kemudian diintegrasikan ke dalam satu portal pelayanan publik.
“Indonesia pada trek yang tepat menuju arah tersebut,” ungkapnya.
Dalam kesempatan tersebut, Anas juga mengapresiasi capaian Indeks Reformasi Birokrasi Kabupaten Buleleng dari tahun ke tahun.
Pada tahun 2023 Kabupaten Buleleng berhasil meraih indeks A dengan predikat memuaskan. Sementara Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) Kabupaten Buleleng dari tahun ke tahun, pada tahun 2023 Kabupaten Buleleng berhasil meraih indeks B dengan predikat Baik.
“Kami mengajak Pak Bupati dan seluruh perangkat Pemerintah di Buleleng ini, ayo kita semangat membenahi birokrasi di Kabupaten Buleleng. Kolaborasi lintas sektor yang tepat diperlukan untuk menghapus silo demi terwujudnya layanan digital nasional yang terpadu,” imbaunya.
Sementara, Penjabat Bupati Buleleng Ketut Lihadnyana menyampaikan kesiapannya menerapkan reformasi birokrasi berdampak di wilayahnya.
Ketut dan jajarannya berkomitmen memberikan pelayanan terbaik bagi masyarakat dengan peningkatan kualitas layanan dan kualitas Sumber Daya Manusia (SDM).
Menurutnya, transformasi digital melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) dapat mempermudah tata kelola pemerintahan di Kabupaten Buleleng.
