Percepatan swasembada gula nasional dan penyediaan bioetanol sebagai bahan bakar nabati (biofuel) dilakukan oleh Kementerian/Lembaga, Pemerintah Daerah, Badan Usaha Milik Negara, Badan Usaha Milik Daerah, dan/atau badan usaha swasta sesuai dengan bidang tugas, fungsi dan kewenangan masing-masing.
