Arusberita.id – Kinerja Pemerintah di bidang energi sangat membanggakan pada tahun 2023. Tercatat, investasi di sektor Energi dan Sumber Daya Mineral (ESDM) sebesar Rp 469,6 triliun.
Pendapatan negara juga tembus Rp 300,3 triliun atau 116 persen dari target, yakni Rp 259,2 triliun.
Menteri ESDM Arifin Tasrif mengatakan, investasi di sektor ESDM mencapai 30,3 miliar dolar AS atau Rp 469,6 triliun. Secara keseluruhan, tren investasi pada 2023 cukup baik.
Angka tersebut meningkat 11 persen dibandingkan dengan realisasi 2022 sebesar 27 miliar dolar AS atau Rp 418,5 triliun.
Arifin merinci sumbangan dari tiap sektor ESDM terhadap besaran investasi tersebut. Sektor migas masih mendominasi investasi dengan nilai 15,6 miliar dolar AS atau Rp 241,8 triliun.
Disusul dengan investasi di sektor mineral dan batu bara (minerba) 7,46 miliar dolar AS atau Rp 115,63 triliun. Selanjutnya, Energi Baru Terbarukan dan Konservasi Energi (EBTKE) di 1,5 miliar dolar AS atau Rp 23,25 triliun.
“Kita memiliki tren yang cukup baik tahun 2018, 2019. Kemudian di 2020 adanya Covid-19 dan mulai recovery lagi pada 2021, 2022 dan lonjakan yang terjadi pada 2023,” kata Arifin saat Konferensi Pers terkait Capaian Kinerja Sektor ESDM 2023 dan Program Kerja 2024, Kementerian ESDM, Senin (15/1/2024).
Selain itu, Penerimaan Negara Bukan Pajak (PNBP) di sektor ESDM juga membukukan besaran yang melebihi target. Nilainya diperkirakan tembus Rp 300,3 triliun atau 116 persen dari target 2023 yakni di Rp 259,2 triliun.
Rinciannya, untuk kontribusi terbesarnya, yaitu dari sektor minerba Rp 173 triliun, migas Rp 117 triliun, EBTKE Rp 3,1 triliun, serta sektor lain-lainnya di Rp 7,3 triliun.
“Minerba selama dua tahun ini disebabkan oleh demand yang meningkat di pasar global dan juga terkereknya harga-harga komoditas mineral,” imbuhnya.
Sementara, Arifin menargetkan PNBP bisa mencapai Rp 227,3 triliun tahun 2024. Target ini ditetapkan juga berdasarkan antisipasi atas kondisi global saat ini.
“Kita juga antisipasi kondisi global saat ini yang menyebabkan tertekannya komoditas ESDM. Tapi tentu saja nggak memberatkan pelaku ekonomi yang mendorong pertumbuhan ekonomi,” jelasnya.
Direktur Jenderal Migas Kementerian ESDM Tutuka Ariadji mengatakan, besaran PNBP Rp 117 triliun melampaui target yang ditetapkan Pemerintah, yaitu 103,6 triliun. Namun jumlah ini turun dari realisasi 2022 di Rp 148,7 triliun.
Tutuka menjelaskan, besaran PNBP akan mengikuti tren harga minyak mentah Indonesia atau Indonesian Crude Price (ICP).
Hal ini yang menyebabkan besaran PNBP mengalami sedikit penurunan. Harga ICP rata-rata pada 2023 sebesar 78,43 dolar AS per barel dan juga mengalami penurunan dari 2022.
“Tapi kontribusi 2023 lebih tinggi dari 2021, yakni 113 persen atau melebihi target 13 persen. Dan itu melebihi target tahun ini sebesar Rp 103 triliun,” kata Tutuka, saat Konferensi Pers Capaian Sektor ESDM 2023 dan Program Kerja Tahun 2024 di Kantor Ditjen Migas, Jakarta Selatan, Selasa (16/1/2024).
“ICP 2022 memang sangat tinggi, sehingga penerimaan kita lebih tinggi. Tahun 2023 harga ICP memang lebih tinggi dari 2021, juga PNBP. Jadi, PNBP mengikuti pola ICP,” katanya.
Tutuka menilai, penurunan pada 2023 tidak terlalu signifikan dan masih lebih tinggi dari perolehan 2021. Karena itu, menurutnya, kondisi ini membuktikan konsistensi pihak-pihak terkait dalam menjalankan program.
Selain PNBP, tercatat besaran investasi di sektor migas juga mengalami peningkatan.
Investasi dari 2022 ke 2023 meningkat 12 persen, yakni dari 13,9 miliar dolar AS atau Rp 215,45 triliun (kurs Rp 15.500) menjadi 15,6 miliar dolar AS atau Rp 241,8 triliun.
