Arusberita.id – Koordinator Staf Khusus Presiden Ari Dwipayana membantah isu yang menyebutkan bantuan sosial (bansos) yang dibagikan pemerintah bermuatan politis.
Ia menekankan bahwa anggaran untuk bansos telah disetujui bersama oleh pemerintah dan Dewan Perwakilan Rakyat (DPR).
“Harus diingat bahwa bansos adalah program afirmasi dari pemerintah untuk rakyat/keluarga miskin yang pendanaannya bersumber dari Anggaran Pendapatan dan Belanja Negara (APBN) dan telah disetujui bersama Pemerintah dengan DPR.
Jadi, tidak ada hubungannya dengan proses pemilu,” ujar Ari melalui keterangan tertulis, Kamis (4/1).
Sebelumnya pembagian bansos dan bantuan pangan oleh Presiden Joko Widodo dikritik oleh Tim Pemenangan Nasional (TPN) Pasangan Calon Presiden dan Calon Wakil Presiden Ganjar Pranowo-Mahfud MD.
TPN Ganjar-Mahfud meminta pemerintah menghentikan politisasi bansos. Belakangan ini, Jokowi kerap membagikan bansos di tengah kunjungan kerjanya. Beberapa pihak menganggap itu sebagai politisasi bansos mengingat putra sulung presiden, Gibran Rakabuming Raka, maju sebagai cawapres mendampingi Prabowo Subianto.
“Terkait permintaan untuk penundaan penyaluran bansos selama pemilu, kita juga harus memikirkan rakyat yang tengah menghadapi situasi sulit akibat kenaikan harga bahan-bahan pokok,” jelas Ari.
Menurutnya tujuan utama bansos adalah sebagai bantalan/perlindungan sosial agar keluarga miskin mampu bertahan menghadapi tekanan kenaikan harga pangan.
Pemerintah juga beralasan dampak dari fenomena El Nino yang mengakibatkan kekeringan, berpengaruh pada gangguan rantai suplai dan kenaikan harga pangan.
“Perlu diketahui bersama, bansos adalah salah satu instrumen kebijakan dalam strategi penanggulangan kemiskinan, dengan melakukan pengurangan beban pengeluaran masyarakat miskin,” sambungnya.
Penyaluran bansos, sambung Ari, melibatkan berbagai level pemerintahan, dari pusat hingga pemerintah desa. Pelaksanaan bansos di lapangan terbuka untuk diawasi banyak pihak.
“Bahkan pemerintah mendorong konvergensi program agar berbagai pihak, termasuk kalangan nonpemerintah untuk terlibat dalam program penanggulangan kemiskinan,” paparnya.
Selain menyalurkan bansos, ia mengatakan pemerintah juga melakukan upaya untuk meningkatkan pendapatan masyarakat miskin melalui program pemberdayaan ekonomi serta pengurangan kantong-kantong kemiskinan melalui program perbaikan infrastruktur pemukiman di desa, kawasan perdesaan dan perkotaan. Strategi itu diharapkan dapat menurunkan angka kemiskinan ekstrem menjadi 0% pada 2024.
