Arusberita.id – Presiden Joko Widodo (Jokowi) memutuskan untuk menunda kewajiban sertifikasi halal UMKM dari 2024 ke 2026. Hal itu berdasarkan kesepakatan rapat intern Presiden Jokowi dengan kabinet pada Rabu (15/5/2024).
“Tadi presiden memutuskan bahwa untuk UMKM makanan minuman dan yang lain itu pembelakuannya diundur tidak 2024 tapi 2026,” kata Menko Perekonomian Airlangga Hartarto dalam keterangan di kompleks Istana Kepresidenan, Jakarta, Rabu (15/5/2024) kemarin.
Airlangga pun mengatakan, target sertifikasi halal yang mencapai 10 juta di akhir tahun belum memenuhi target. Ia mengatakan, capaian sertifikasi halal baru sekitar 4,4 juta.
Airlangga mengatakan, pemberlakuan sertifikasi halal produk UMKM pada 2026 akan mengikutsertakan industri tradisional herbal, produk kosmetik hingga alat kesehatan. UMKM yang dimaksud adalah usaha mikro dengan nilai penjualan Rp1-2 miliar sementara kecil Rp15 miliar.
“Sedangkan yang besar dan menengah tetap diberlakukan per 17 oktober,” kata Airlangga.
Sementara itu, Menteri Koperasi dan UMKM Teten Masduki membenarkan rencana mundur sertifikasi halal pada 2024 ke 2026. Pemerintah akan membuat Perpres baru tentang hal itu. Ia beralasan target tersebut akan sulit terpenuhi dengan waktu terbatas.
“Ya karena kan waktu tinggal 150 hari, ada aspek pembiayaan, ada aspek teknis lainnya itu hampir tidak mungkin pada 17 Oktober 2024 ini semua terutama yang UMKM bisa mendapatkan sertifikasi,” kata Teten menjelaskan di waktu terpisah.
Teten mengaku, pemerintah sudah mengkalkulasi perbaikan dalam sisi pembiayaan, prosedur, hingga aspek teknis seperti pendampingan agar sertifikasi halal UMKM memenuhi target. Ia tidak ingin UMKM menjadi korban penegak hukum karena melanggar hukum.
Di sisi lain, Teten menilai, pemaksaan hanya mampu mencapai 4,4 juta sementara target sekitar 15,4 juta dengan asumsi rata-rata hanya 2.600 sertifikat halal per hari. Padahal idealnya 102 ribu sertifikasi per hari.
“Kalau dipaksakan selain tidak mungkin, nanti mereka akan dianggap melanggar hukum dan bisa jadi masalah hukum,” kata Teten.
Teten menilai alasan pertama adalah jumlah yang diberikan sertifikat besar sementara kemampuan pemberian sertifikasi rendah. Selain itu, ada faktor ketimpangan dalam pelaksanaan pendampingan serta anggaran.
Dalam poin anggaran, sertifikasi dibagi dalam dua klaster yakni secara mandiri dan lewat BPJPH. Akan tetapi angka untuk pelaksanaan BPJPH masih minim yakni Rp250 miliar dari idealnya Rp3,5 triliun.
“Jadi sudah tepatlah Pak presiden menunda,” kata Teten.
