Arusberita.id – Badan Pangan Nasional (Bapanas) bersama Ombudsman RI, Perum Bulog, ID Food, Satgas Pangan Polri, dan 7 Dinas Provinsi melakukan evaluasi jumlah penyaluran dan penerima bantuan pangan atau bansos beras.
Selama ini, bansos beras dijalankan di 7 provinsi yakni Sumatra Utara, Banten, Jawa Barat, Jawa Tengah, Jawa Timur, NTT, dan Sulawesi Barat.
Direktur Distribusi dan Cadangan Pangan Bapanas, Rachmi Widiriani, mengatakan, dari hasil evaluasi didapati tiga aspek yang perlu perbaikan dan penguatan yakni pemutakhiran data penerima bansos, kualitas bansos, dan mekanisme penggantian.
“Kami terus melakukan penyempurnaan terhadap mekanisme penyaluran bantuan ini. Sehingga dengan adanya perpanjangan bantuan pangan beras, penyaluran akan semakin baik dan benar-benar menyasar masyarakat yang membutuhkan,” kata Rachmi dikutip dalam keterangannya, Minggu (29/10/2023).
Adapun, hasil pemutakhiran data, terjadi pengurangan jumlah keluarga penerima manfaat (KPM) dari 21,35 juta menjadi 20,66 juta.
Rachmi menjelaskan bahwa pengurangan data penerima itu berdasarkan validasi dari Kementerian Sosial yang mencatat adanya perubahan data karena penerima meninggal dunia, pindah lokasi, dan dianggap telah mampu.
Sementara, hasil evaluasi kualitas bansos, Rachmi mengatakan, Bapanas bakal menyiapkan alat tracking untuk memantau pergerakan transporter dalam menyalurkan bantuan pangan di lapangan.
Hal itu diklaim dapat meminimalkan risiko kerusakan barang saat pengiriman. “Upaya ini penting untuk menjaga kualitas produk pangan tersebut tetap terjaga hingga sampai di tangan penerima bantuan,” ujarnya. Selain itu, untuk mekanisme penggantian, pemerintah telah menyiapkan kontak dan unik khusus untuk menangani pengaduan dari masyarakat.
Anggota Ombudsman RI, Yeka Hendra Fatika, mengatakan program bantuan pangan merupakan bagian dari kegiatan pelayanan publik sehingga terhadap penyelenggaraannya perlu dipastikan tidak terjadi maladministrasi.
“Ombudsman berupaya untuk memperkuat regulasi-regulasi agar Badan Pangan Nasional tugas pokok dan kewenangannya semakin kuat, infrastrukturnya semakin bagus, mencegah terjadinya maladministrasi,” jelas Yeka.
Sebagai informasi, pada 2023 Bapanas melalui BUMN melaksanakan penyaluran bantuan pangan beras dan protein hewani.
Bantuan pangan beras dilakukan oleh Perum Bulog dengan pembagian 10 kilogram beras selama tiga bulan berturut-turut kepada sekitar 21,35 KPM.
Sementara itu, ID Food bertugas menyalurkan bantuan pangan protein hewani berupa daging ayam dan telur kepada 1,4 juta keluarga rentan stunting (KRS).
Kedua program tersebut sebelumnya telah rampung di tahap I yang berlangsung pada Mei-Juli. Adapun, penyaluran bantuan pangan tahap II dimulai sejak September 2023.
Data teranyar, per 25 Oktober 2023 tercatat penyaluran bantuan pangan beras melalui Perum Bulog mencapai 404.392 ton (67%) dengan perincian September 200.556 ton (99,87%), Oktober 195.695 ton (97,45%), dan November 8.140 ton (4,05%).
Penyaluran bantuan pangan daging ayam ras dan telur ayam ras melalui ID FOOD mencapai 720.151 atau (49,8%) dari target bulan September 1.446.089 paket.
Presiden Jokowi mengatakan bakal memperpanjang bantuan pangan beras hingga Desember 2023. Apabila anggaran memungkinkan, Jokowi bahkan akan memperpanjang program bansos tersebut pada Januari – Maret 2024.
