Arusberita.id – Kementerian Energi dan Sumber Daya Mineral (ESDM) akan terus mengurangi penyaluran LPG 3 kg melalui pengecer. Hal ini sejalan dengan transformasi pendistribusian LPG Subsidi tepat sasaran.
Direktur Jenderal Minyak dan Gas Bumi (Dirjen Migas), Tutuka Ariadji menyatakan, berdasarkan aturan saat ini penyaluran LPG Subsidi sebanyak 80% melalui pangkalan resmi dan 20% ke pengecer.
“Nanti kami akan mengusulkan (akses penjualan ke eceran) ke 5% sampai 10%. Tidak tahun ini, kita lihat dulu evaluasi dari yang sekarang ini,” ujarnya ditemui usai konferensi pers di Kantor Ditjen Migas, Rabu (3/1).
Menurutnya, penyaluran LPG subsidi ke pengecer tidak bisa serta-merta dinihilkan karena mempertimbangkan kondisi di wilayah terpencil (remote area).
“Mungkin tidak akan jadi 0% karena di daerah remote sulit juga. Mungkin akan kami lihat dahulu daerah remote itu, tidak banyak sih sebenarnya,” tandasnya.
Tutuka mengemukakan, pemerintah memperlebar tugas pokok dan fungsi (tupoksi) Pertamina Patra Niaga yang tidak hanya mengawasi pendistribusian LPG 3 kg ke pangkalan resmi saja, tetapi juga ke pengecer bahkan hingga ke masyarakat yang berhak. Melalui pemetaan pemerintah, konsumen yang berhak menerima LPG Subsidi ialah rumah tangga, usaha mikro, nelayan sasaran, dan petani sasaran.
Sejak tahun lalu, Kementerian ESDM dan Pertamina telah melakukan pendataan konsumen yang berhak mendapatkan LPG Subsidi dengan basis data Pensasaran Percepatan Penghapusan Kemiskinan Ekstrem (P3KE).
Tahap 1 dimulai pada Maret 2023 di mana telah dilaksanakan proses pendataan pengguna LPG Tertentu oleh PT Pertamina ke dalam sistem berbasis web dan/atau aplikasi secara bertahap.
Proses pendataan ini masih terus berjalan karena hingga 31 Desember 2023 masih ada 7,1 juta Nomor Induk Kependudukan (NIK) yang belum terdaftar dari 31,5 juta NIK yang melakukan transaksi.
Maka itu, mulai 1 Januari 2024 bagi pengguna yang belum terdata wajib melaksanakan pendataan sebelum membeli LPG 3 kg. Kementerian ESDM meminta Pertamina dapat memfasilitasi ini sampai semuanya terdaftar.
Pada masa ini, Tutuka menegaskan, belum ada pembatasan pembelian sehingga volume kuota masih sama seperti realisasi konsumsi LPG 3 kg di tahun lalu yakin 3,03 juta Metrik Ton (MT).
“Saat ini kami belum sampai kepada pembatasan karena dengan melaksanakan yang sekarang ini berkeyakinan bisa turun. Tetapi belum tahu pasti batasannya berapa, makanya kita jalani dulu, kita analisis, baru evaluasi,” tegasnya.
Hingga saat ini, Ditjen Migas mencatat 77% gas untuk kebutuhan LPG masih diimpor. Adapun Indonesia baru dapat memproduksi LPG sebanyak 1,2 juta MT hingga 1,3 juta MT. Tentu kalau dibandingkan dengan total konsumsi saat ini sebanyak 8 juta MT, ketergantungan gas untuk LPG ini masih sangat tinggi.
“Maka itu fokus utama kami juga bagaimana menurunkan impor ini,” tandasnya.
