Arusberita.id – Kementerian Energi dan Sumber Daya Mineral (ESDM) buka suara terkait ketentuan baru yang mengatur masyarakat untuk mengurus izin penggunaan air tanah dari sumur bor atau gali.
Aturan baru yang dimaksud ialah Keputusan Menteri ESDM No. 291.K/GL.01/MEM.G/2023 tentang Standar Penyelenggaraan Persetujuan Penggunaan Air Tanah.
Dalam aturan itu disebutkan, baik instansi pemerintah, badan hukum, lembaga sosial, maupun masyarakat perlu mengurus izin penggunaan air tanah dari sumur bor atau galian.
Pelaksana Tugas (Plt) Kepala Badan Geologi Kementerian ESDM Muhammad Wafid mengatakan, aturan tersebut dikeluarkan bukan untuk membatasi pemanfaatan air tanah untuk masyarakat, melainkan untuk mengelola cekungan air tanah, khususnya akuifer atau lapisan di bawah tanah yang mengandung dan mengalirkan air.
“Intinya bukan membatasi pemanfaatan untuk masyarakat, tapi kita mengelola cekungan air tanah itu khususnya akuifer yang ada di situ dengan sebaik-baiknya biar semuanya bisa memakai, biar semuanya bisa terlayani,” tutur dia dalam keterangannya, dikutip Minggu (29/10/2023).
Lebih lanjut ia menjelaskan, berdasarkan Undang-Undang Nomor 17 Tahun 2019, pada dasarnya penggunaan air tanah untuk memenuhi kebutuhan pokok sehari-hari dan pertanian rakyat tidak memerlukan izin persetujuan penggunaan air tanah.
Namun, apabila pemenuhan kebutuhan pokok sehari-hari dengan pengambilan air tanah lebih dari 100 meter kubik per bulan, maka diperlukan persetujuan penggunaan air tanah.
Adapun dalam aturan Standar Penyelenggaraan Persetujuan Penggunaan Air Tanah disebutkan, permohonan persetujuan penggunaan air tanah dilakukan untuk kegiatan pemenuhan kebutuhan pokok sehari-hari paling sedikit 100 meter kubik per bulan per kepala keluarga.
Ketentuan itu juga berlaku bagi penggunaan air tanah secara berkelompok dengan ketentuan lebih dari 100 meter kubik per bulan per kelompok.
“Permohonan perizinan ini juga dilakukan untuk pertanian rakyat di luar sistem irigasi yang sudah ada,” kata Wafid.
Izin juga dibutuhkan untuk kegiatan wisata atau olahraga air yang dikelola untuk kepentingan umum atau bukan kegiatan usaha dan untuk pemanfaatan air tanah untuk kebutuhan penelitian.
Selain itu, berlaku juga untuk taman kota yang tidak dipungut biaya, rumah ibadah, fasilitas umum, bantuan sumur bor yang berasal dari pemerintah, swasta atau perseorangan dan penggunaan air tanah untuk instansi pemerintah.

“Pengelolaan yang baik diperlukan untuk menjaga ketersediaan air tanah yang cukup bagi berbagai keperluan, seperti konsumsi manusia, pertanian, industri, dan ekosistem. Demi daya dukung lingkungan tetap terjaga,” ujarnya.
Ia bilang, meskipun air tanah termasuk sumber daya alam yang terbarukan, namun bila terjadi gangguan, pemulihannya memerlukan waktu yang lama serta membutuhkan konservasi.
Air tanah pun, lanjut Wafid, juga dapat dipahami sebagai sumber daya tidak terbarukan jika menekankan pada pendekatan sosial dan berkaitan langsung dengan keberlanjutan pemanfaatan (groundwater sustainability).
“Untuk itu, pemerintah perlu mengatur pemanfaatannya agar tidak terjadi dampak negatif akibat pengambilan air yang berlebihan,” ucapnya.
