Arusberita.id – Pemerhati pendidikan, Prof. Cecep Darmawan mengungkapkan, pentingnya pendidikan dasar gratis di Indonesia. Menurutnya, pendidikan dasar tersebut adalah kewajiban pemerintah sesuai konstitusi tanpa membedakan antara sekolah negeri dan swasta.
“Konstitusi sudah jelas menyatakan pemerintah wajib membiayai pendidikan dasar. Ini termasuk sekolah negeri dan swasta, yang keduanya hanya berbeda status, namun memiliki tujuan yang sama,” ungkapnya dalam perbincangan bersama PRO3 RRI, Rabu (24/07/2023).
Dia menekankan, bahwa semua anak berhak mendapatkan pendidikan dasar tanpa biaya. Menurutnya, pendidikan adalah hak dasar yang harus dijamin oleh pemerintah.
“Negara wajib memastikan setiap anak mendapatkan akses pendidikan dasar gratis. Ini penting untuk menciptakan masyarakat yang adil dan sejahtera,” katanya.
Lebih lanjut, Prof. Cecep Darmawan menyatakan, bahwa pendidikan dasar seharusnya menjadi tanggung jawab pemerintah sepenuhnya. Dia berpendapat bahwa pemerintah harus memperhatikan juga sekolah-sekolah swasta agar tetap mendapatkan pembiayaan.
“Pemerintah harus memastikan semua sekolah, termasuk swasta, mendapatkan dana yang cukup untuk operasional. Ini akan membantu mengurangi beban masyarakat,” katanya.
Dirinya juga mengungkapkan bahwa alokasi anggaran pendidikan sebesar 20% dari APBN belum cukup. Menurutnya, perlu ada perhitungan ulang untuk memastikan anggaran tersebut mencakup semua kebutuhan pendidikan dasar.
“Alokasi 20% anggaran pendidikan dari APBN harus dievaluasi. Perlu ada realokasi untuk memastikan anggaran benar-benar digunakan secara efektif dan efisien,” ucapnya.
Selain itu, Prof. Cecep menyoroti perlunya realokasi anggaran untuk memastikan efisiensi dan efektivitas. Dia menegaskan bahwa anggaran pendidikan harus benar-benar fokus pada pembiayaan pendidikan dasar yang berkualitas.
“Anggaran pendidikan harus diprioritaskan untuk memastikan pendidikan dasar berkualitas. Ini adalah investasi penting untuk masa depan bangsa,” katanya.
Hakim Mahkamah Konstitusi (MK) M. Guntur Hamzah mengatakan, konstitusi Indonesia yakni UUD 1945 mewajibkan pemerintah untuk menggratiskan pendidikan dasar. MK akan memanggil Kementerian Keuangan (Kemenkeu) dan Badan Perencanaan Pembangunan Nasional (Bappenas) mengenai gugatan agar biaya pendidikan SD dan SMP gratis.
Pendidikan gratis ini baik di sekolah negeri maupun swasta. Sidang dijadwalkan pada Kamis (1/8/2024).
