Arusberita.id – Pemerintah berkomitmen untuk terus mengoptimalkan pelaksanaan program Peningkatan Penggunaan Produk Dalam Negeri (P3DN).
Langkah strategis ini diyakini akan mampu meningkatkan produktivitas dan daya saing industri di tanah air, yang berujung pada terpacunya pertumbuhan ekonomi nasional dan kesejahteraan rakyat.
Menteri Koordinator Bidang Kemaritiman dan Investasi Luhut Binsar Pandjaitan menyampaikan, pada 2023, belanja produk dalam negeri berkontribusi 0,68% terhadap perekonomian dan menyerap 1,30% atau 1,82 juta tenaga kerja.
“Jika performa ini terus ditingkatkan, kami yakin akan berkontribusi untuk mencapai Indonesia Maju pada tahun 2045,” kata dia saat pembukaan Business Matching Belanja Produk Dalam Negeri: Kemandirian Produk Dalam Negeri Menuju Indonesia Emas dikutip dari siaran pers Kementerian Perindustrian (Kemenperin), Selasa (5/3).
Menko Marves mengemukakan, di tengah tensi politik dan perlambatan ekonomi global, ekonomi nasional mampu tumbuh positif sebesar 5,05%. Capaian ini lebih baik dari kinerja sejumlah negara maju. Selain itu, indikator sosial juga membaik, pertanda bahwa pertumbuhan ekonomi Indonesia berkualitas untuk kesejahteraan.
Oleh karena itu, menurut Luhut, aksi afirmasi belanja produk dalam negeri selama dua tahun terakhir sudah pada jalur yang tepat. “Untuk itu, saya sampaikan apresiasi ke seluruh kementerian, lembaga, pemerintah daerah, BUMN dan BUMD atas upaya meningkatkan belanja produk dalam negeri,” imbuh dia.
Pada kesempatan yang sama, Menteri Perindustrian Agus Gumiwang Kartasasmita menyampaikan, pihaknya menginisiasi penyelenggaraan business matching pada tahun 2022 dan telah menjadi kegiatan rutin setiap tahun hingga saat ini. Dari tahun ke tahun, komitmen nilai kontrak yang ditandatangani dalam business matching ini terus naik.
“Pada tahun 2022 di Bali, nilai kontraknya mencapai di atas Rp 100 triliun, kemudian tahun 2023 di Jakarta sekitar Rp 180 triliun,” kata Agus.
Pada business matching 2024 di Bali, Kementerian Perindustrian menargetkan nilai komitmen yang akan terealisasi menembus di atas Rp 200 triliun. Maka realisasi belanja produk dalam negeri diharapkan mencapai angka minimal sebesar Rp 250 triliun hingga akhir kuartal I-2024.
Menperin optimistis, target tersebut bisa terealisasi karena terdapat potensi belanja barang dan modal di APBN dan APBD sebesar Rp 1.223,37 triliun pada tahun 2024. Total nilai itu di luar anggaran dari BUMN dan juga BUMD.
“Komitmen yang telah dibangun sejak awal ini, perlu terus dikawal agar pelaksanaannya di lapangan dapat menunjukkan hasil yang maksimal,” tegasnya.
Agus menyebut, agar penyerapan PDN dapat lebih tinggi, terdapat lima langkah yang diambil oleh Kemenperin. Pertama, menerbitkan Peraturan Menteri (Permen) Perindustrian No. 46/2022 tentang Ketentuan dan Tata Cara Penghitungan Nilai Tingkat Komponen dalam Negeri untuk Industri Kecil.
“Untuk itu, kami membutuhkan dukungan dari seluruh kepala daerah agar industri kecil di wilayah kerjanya dapat memanfaatkan fasilitas Permen tersebut agar mendapatkan sertifikasi,” jelasnya.
Kedua, menambah jumlah surveyor agar dapat semakin banyak menerbitkan sertifikat Tingkat Kandungan Dalam Negeri (TKDN). Selanjutnya, akan melakukan penyesuaian cara menghitung TKDN yang merupakan arahan terakhir dari Bapak Presiden.
Evaluasi perlu dilakukan mengingat karakter industri yang berbeda, sehingga harus jeli dan tidak bisa menggeneralisasi cara menghitung maupun threshold TKDN yang sudah ditetapkan.
Misalnya dari cost base diubah jadi process base atau sebaliknya. “Penyesuaian cara menghitung TKDN merupakan ongoing process yang sekarang sedang dilakukan Kemenperin,” tutur Agus.
Terakhir, Kemenperin terus melakukan pengawalan terhadap realisasi belanja PDN serta pemenuhan kebutuhan produk-produk dalam pengadaan barang dan jasa.
Pada Business Matching tahun ini terdapat lima sektor yang menjadi perhatian khusus karena dapat menjadi pembelian produk dalam negeri terbesar. Sektor tersebut berasal dari konstruksi, alat pertahanan dan keamanan, transportasi, pertanian dan perkebunan, serta farmasi dan alat kesehatan.
Pelaksanaan Business Matching merupakan one stop event yang terdiri lima rangkaian kegiatan. Pertama, gelaran desk business matching untuk memfasilitasi para perwakilan kementerian/lembaga, pemerintah daerah, BUMN, serta dunia usaha dapat saling melakukan temu bisnis untuk menginisasi maupun memperkuat kerja sama dalam hal pemenuhan kebutuhan barang dan jasa.
Kedua, pemberian Penghargaan Penggunaan Produk Dalam Negeri Tahun 2024 yang dijadwalkan akan diserahkan langsung oleh Presiden Joko Widodo. Pada tahun ini akan ada delapan kategori penerima penghargaan yang berasal dari sisi pengguna dan produsen produk dalam negeri.
Ketiga, pameran produk dalam negeri. Produk-produk yang ditampilkan pada pameran ini merupakan produk yang telah memiliki tingkat kandungan dalam negeri yang tinggi untuk setiap bidang. Keempat, seminar talkshow Akselerasi Sertifikasi TKDN yang telah dilaksanakan pada hari pertama.
Kelima, coaching clinic (pojok konsultasi) yang menghadirkan para perwakilan dari Kementerian Hukum dan HAM, LKPP, BKPM, BPKP, Ditjen IKMA Kemenperin, Pusat Data dan Informasi Kemenperin, Unit Layanan Publik Kemenperin, dan Lembaga Verifikasi Independen.
