Arusberita.id – Reforma Agraria dinilai memiliki daya ungkit yang signifikan bagi pemulihan ekonomi nasional. Untuk mempercepat kebijakan tersebut, pemerintah menggelar Rapat Kerja Nasional (Rakernas) Reforma Agraria.
Menteri Koordinator Bidang Perekonomian Airlangga Hartarto mengatakan, Reforma Agraria berdampak langsung bagi ekonomi masyarakat. “Buktinya, pendapatan per kapita penerima Reforma Agraria meningkat 20,02% pada tahun 2022,” jelasnya dalam Rakernas Reforma Agraria bertema “Menyongsong Indonesia Emas 2045 Melalui Pelaksanaan Reforma Agraria yang Inklusif dan Kolaboratif” di Jakarta, Selasa (31/10/2023).
Airlangga Hartarto yang juga merupakan Ketua Tim Reforma Agraria Nasional menjelaskan, bahwa masih terdapat beberapa aspek yang perlu untuk ditingkatkan terkait pelaksanaan Reforma Agraria. Untuk itu, Pemerintah juga meluncurkan Peraturan Presiden Nomor 62 Tahun 2023 tentang Percepatan Pelaksanaan Reforma Agraria sebagai upaya dalam mempercepat pencapaian target Reforma Agraria.
Dalam Perpres, memuat empat terobosan kebijakan di antaranya yakni penyediaan Tanah Objek Reforma Agraria (TORA) khususnya dari Kawasan Hutan, penyelesaian konflik agraria, penguatan kelembagaan Reforma Agraria, serta percepatan pelaksanaan penataan aset dan akses. Peraturan Presiden Nomor 62 Tahun 2023 diharapkan mampu mendorong pencapaian realisasi Reforma Agraria yakni terkait program sertifikasi tanah transmigrasi dan redistribusi tanah dari pelepasan Kawasan Hutan.
Selain memperkuat regulasi, Pemerintah juga berupaya meningkatkan efektivitas integrasi data Reforma Agraria melalui pembentukan sistem Bhumi GTRA. Sistem Bhumi-GTRA sendiri merupakan platform untuk mengintegrasikan kegiatan penataan aset dan akses, dengan merujuk model konseptual Land Management Paradigm (LMP) yang merupakan fitur dari laman Bhumi ATR/BPN.
Dalam pertemuan puncak GTRA Summit Karimun 2023 lalu, telah disepakati Deklarasi Karimun untuk mewujudkan resolusi penyelesaian legalisasi aset permukiman di atas air, pulau-pulau kecil dan pulau terluar, penyelesaian konflik agraria pada aset BMN/BMD, BMN/BMD yang dikuasai oleh masyarakat, resolusi penyelesaian permasalahan pertanahan transmigrasi, dan resolusi redistribusi tanah dari pelepasan kawasan hutan.
Selanjutnya, Menko Airlangga juga menyampaikan apresiasi kepada seluruh pihak yang telah mendorong percepatan reforma agraria dan berharap agar Kementerian/Lembaga hingga Pemerintah Daerah untuk dapat terus berperan aktif dalam memastikan percepatan pelaksanaan Reforma Agraria dapat memberikan manfaat bagi kesejahteraan masyarakat.
“Kami mengharapkan keterlibatan penuh dari Gubernur dan Bupati/Walikota sebagai Ketua Gugus Tugas Reforma Agraria Daerah dan kerja sama Kementerian/Lembaga, untuk bersama-sama melaksanakan rencana aksi dalam Peraturan Presiden Nomor 62 Tahun 2023 dan Deklarasi Karimun GTRA Summit 2023 dalam mempercepat penyelesaian program pemerataan ekonomi pada Semester 1 Tahun 2024,” pungkas Menko Airlangga.
Reforma Agraria telah menjadi salah satu piranti kebijakan pemerintah dalam mengurangi ketimpangan penguasaan dan pemilikan tanah, mengurangi kemiskinan dan menciptakan lapangan kerja, hingga menciptakan sumber kemakmuran dan kesejahteraan masyarakat.
Menjadi bagian dari RPJMN 2020-2024, Reforma Agraria memiliki target hingga 9 juta hektar yang terdiri dari penataan aset dan penataan akses. Tercatat hingga bulan Oktober 2023 capaian Sertifikasi Hak Milik Tanah Transmigrasi telah seluas 140.590,72 hektar dan pendaftaran tanah atau PTSL mencapai 9.173.953 hektar.
Sebagai wujud apresiasi, dalam kesempatan tersebut juga dilakukan penyerahan penghargaan bagi Provinsi Pelaksana Reforma Agraria Terbaik dengan 4 kategori pemenang. Kategori Gugus Tugas Reforma Agraria Terbaik Tahun 2021-2022 dimenangkan oleh Jawa Barat. Kategori Redistribusi Tanah dari Pelepasan Kawasan Hutan Terbaik Tahun 2020-2023 oleh Kalimantan Barat. Kategori Penataan Akses Terbaik Tahun 2021-2023 oleh Jawa Barat. Serta kategori Legalisasi Aset Tanah Transmigrasi Terbaik Tahun 2015-2023 oleh Kalimantan Selatan. Dalam 4 kategori tersebut, diberikan juga gelar juara umum kepada Jawa Barat.
Turut hadir dalam kesempatan tersebut yakni Menteri Agraria dan Tata Ruang, Menteri Dalam Negeri, Menteri Pertanian, Kepala Staf Presiden, Wakil Menteri Lingkungan Hidup dan Kehutanan, Deputi Bidang Koordinasi Pengembangan Wilayah dan Tata Ruang Kemenko Perekonomian, Deputi Bidang Koordinasi Pengelolaan Lingkungan dan Kehutanan Kemenko Marves, Plt.
