Arusberita.id – Badan Pengawas Pemilu (Bawaslu) RI menyampaikan sejumlah catatan terkait Pilkada 2024 yang akan dipercepat 3 bulan oleh pemerintah, dari jadwal semula 27 November 2024 ke bulan September.
Rencana ini akan diwujudkan pemerintah dengan menerbitkan Peraturan Pemerintah Pengganti Undang-Undang (Perppu) Pilkada yang usulnya telah dipaparkan Menteri Dalam Negeri (Mendagri) Tito Karnavian dalam Rapat Kerja Komisi II DPR RI, Rabu (20/9/2023).
Dalam forum itu, anggota Bawaslu RI Herwyn JH Malonda menyinggung kerawanan soal produksi dan distribusi logistik. Sebab, jarak antara Pemilu 2024 dan Pilkada 2024 semakin pendek. “Harus mitigasi terkait ketersediaan kertas (suara). Karena pengalaman di Pemilu 2019 yang lalu, pengadaan kertas yang digunakan untuk surat suara hampir tidak dapat dipenuhi,” kata dia.
Dengan majunya Pilkada 2024, jarak antara coblosan pemilu tingkat nasional dengan pilkada hanya 7 bulan. Itu belum menghitung kemungkinan jika Pilpres 2024 berlangsung 2 putaran.
Coblosan putaran kedua baru dilakukan pada Juni 2024 atau 3 bulan sebelum coblosan pilkada. KPU menghadapi tantangan yang sangat nyata karena pemerintah juga berencana membabat masa kampanye Pilkada 2024 hanya 30 hari.
Dengan begitu, KPU praktis hanya punya 1-2 bulan waktu mencetak dan mendistribusikan surat suara. Herwyn juga menyoroti larangan duplikasi honorarium pengawas pemilu dalam Standar Biaya Masukan Kementerian Keuangan.
Ini menyebabkan para pengawas pemilu tidak bisa serta-merta diminta rangkap tugas untuk mengawasi tahapan pemilu dan tahapan pilkada yang akan saling beririsan.
“Bisa saja ada konsekuensi kenaikan honorarium. Atau, konsekuensi bagi kami, misalnya tidak dilakukan itu, di seluruh daerah yang melakukan pilkada ada 2 panitia pengawas (masing-masing untuk pemilu dan pilkada),” kata pria asal Sulawesi Utara itu.
Selebihnya, Bawaslu menyoroti soal proses penyelesaian sengketa hasil pemilu yang harus dipercepat supaya tidak bertubrukan dengan tahapan pilkada.
Ia juga menyoroti potensi kerawanan dari segi ketiadaan perbantuan personel keamanan antarwilayah, karena masing-masing dari 545 daerah akan melakukan coblosan pilkada serentak.
Kendati demikian, Bawaslu mengeklaim siap menghadapi percepatan Pilkada 2024. “Kami mengikuti apa yang diputuskan, namun ada beberapa catatan yang harus dipenuhi,” kata Herwyn.
Dalam pemaparannya, Mendagri Tito mengeklaim bahwa UU Pilkada mengamanatkan keserentakan pelantikan pejabat di daerah, baik legislatif maupun eksekutif, pada tahun yang sama.
UU itu juga dianggap mengamanatkan supaya pelantikan pejabat daerah dilakukan pada tahun yang sama dengan pejabat di tingkat pusat.
Tito menilai, keserentakan itu akan merapikan tata kelola pemerintahan dari pusat sampai daerah yang selama ini dianggap tidak sinkron karena masa jabatan yang tidak serentak dan bervariasi.
Ia memberi contoh bahwa kota/kabupaten dalam provinsi yang sama bisa jadi mempunyai Rencana Program Jangka Menengah Daerah (RPJMD) yang tak sinkron satu sama lain karena tak didesain serentak.
Begitu pula, provinsi di pulau yang sama juga berlainan RPJMD-nya dan tak saling menopang. Belum lagi membandingkannya dengan RPJM tingkat nasional yang boleh jadi juga tak sama.
Tito beranggapan bahwa situasi ini menghambat pembangunan nasional, karena banyak proyek strategis tak dieksekusi dengan baik lantaran perbedaan di tingkat daerah tadi.
Ia memberi contoh, proyek strategis nasional pembangunan jalan tol bisa jadi tak berjalan mulus karena tak dibarengi penyediaan jalan provinsi dan jalan kabupaten/kota yang dirancang menunjang keberadaan tol tersebut.
Baca juga: Mendagri Resmi Usulkan Perppu Percepatan Pilkada 2024, Ini Isinya Di samping itu, jika pilkada tak dipercepat, pemerintah khawatir pada 2025 nanti ada 545 daerah yang akan dipimpin oleh penjabat kepala daerah yang notabene bukan jabatan definitif.
Sebab, berdasarkan UU Pilkada, tak ada lagi kepala daerah definitif setelah 31 Desember 2024. Penjabat kepala daerah tak mempunyai kewenangan untuk mengambil keputusan dan kebijakan strategis.
Menurut Tito, hal-hal tadi sudah memenuhi unsur kemendesakan yang menjadi prasyarat terbitnya perppu. Rapat kerja ini menghasilkan dua kesimpulan.
Pertama, Komisi II DPR RI memahami niat pemerintah mempercepat pilkada.
Kedua, Komisi II DPR RI akan segera membahas lebih lanjut substansi Perppu Pilkada bersama Mendagri, KPU, Bawaslu, dan DKPP, meski perppu merupakan ranah pemerintah.
