Arusberita.id – Presiden Joko Widodo (Jokowi) mengatakan Izin Usaha Pertambangan Khusus (IUPK) untuk organisasi kemasyarakatan (ormas) memiliki persyaratan yang ketat dan diberikan kepada badan usaha atau koperasi yang dimiliki ormas.
“Yang diberikan itu adalah sekali lagi badan-badan usaha yang ada di ormas, persyaratannya juga sangat ketat,” kata Presiden Jokowi saat memberikan keterangan pers setelah meninjau lokasi Upacara HUT ke-79 RI di IKN, seperti disaksikan dalam tayangan digital dari Sekretariat Presiden, Rabu (5/6/2024).
Presiden kembali menegaskan bahwa IUPK diberikan kepada badan usaha yang dimiliki ormas, baik berupa koperasi maupun perseroan terbatas (PT).
Presiden membantah bahwa IUPK diberikan kepada lembaga atau organisasi kemasyarakatan itu sendiri, melainkan lembaga usahanya.
“Baik itu diberikan kepada koperasi yang ada di ormas maupun mungkin PT dan lain-lain. Jadi badan usahanya yang diberikan (IUPK), bukan ormasnya,” kata Presiden Jokowi sebagaimana dilansir Antara.
Sementara itu, Kementerian Energi dan Sumber Daya Mineral (ESDM) akan menangani evaluasi teknis terkait penerbitan IUPK untuk ormas keagamaan, sebelum izin tersebut diterbitkan oleh Kementerian Investasi/BKPM.
Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama (KLIK) Kementerian ESDM Agus Cahyono menjelaskan bahwa terdapat kriteria yang harus dipenuhi oleh badan usaha ormas keagamaan untuk mendapatkan penawaran WIUPK dan memperoleh izin mengelola tambang, seperti kemampuan finansial, kemampuan teknis, dan kemampuan manajemen.
WIUPK atau Wilayah lzin Usaha Pertambangan Khusus yang akan ditawarkan kepada badan usaha ormas keagamaan juga akan diatur oleh Kementerian ESDM.
Pemerintah juga mengeluarkan peraturan turunan berupa peraturan presiden yang mengatur ketentuan lebih lanjut mengenai penawaran WIUPK secara prioritas kepada badan usaha milik organisasi kemasyarakatan keagamaan.
Untuk diketahui, Peraturan Pemerintah (PP) Nomor 25 Tahun 2024 membuka peluang bagi badan usaha milik organisasi masyarakat (ormas) keagamaan mengelola usaha pertambangan batu bara selama periode 2024–2029.
PP 25 Tahun 2024 merupakan perubahan atas Peraturan Pemerintah Nomor 96 Tahun 2021 tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral Dan Batubara.
