Arusberita.id – PT Pupuk Indonesia (Persero) menegaskan bahwa pupuk bersubsidi hanya bisa ditebus di kios resmi. Perusahaan juga menegaskan harga eceran tertinggi (HET) pupuk bersubsidi wajib diberlakukan pada seluruh mitra kios pupuk lengkap (KPL) yang berjumlah lebih dari 25.000 di Indonesia.
Hal ini menyusul laporan petani di Kabupaten Brebes mengenai penjualan pupuk bersubsidi yang diduga dilakukan oleh pengecer tidak resmi. “Berdasarkan aturan yang berlaku, pupuk bersubsidi hanya bisa ditebus di kios resmi jaringan Pupuk Indonesia. HET ditetapkan oleh Pemerintah bagi petani yang melakukan penebusan secara tunai dalam kemasan tertentu dan langsung di kios, bukan diantar ke lokasi petani bahkan perorangan,” ungkap SVP PSO Wilayah Barat Pupuk Indonesia, Fickry Martawisuda, dalam keterangannya, Senin (25/12).
Fickry memastikan bahwa distribusi atau penyaluran pupuk bersubsidi yang dilakukan Pupuk Indonesia sudah berjalan baik. Pasalnya, distribusi mulai dari gudang lini I sampai kios sudah terdigitalisasi.
Dalam mendukung proses pendistribusian, Pupuk Indonesia didukung oleh fasilitas distribusi seperti 15 unit pengantongan dan distribution center, 13 kapal dengan 222 rute angkutan laut, 8.131 armada truk angkutan darat, 581 gudang dengan kapasitas 2,89 juta ton, memiliki 1.077 jaringan distributor, serta lebih dari 25.000 mitra kios resmi.
Kendati demikian, Pupuk Indonesia mengimbau kepada seluruh petani untuk aktif memanfaatkan layanan pelanggan Pupuk Indonesia jika menemukan kegiatan di luar ketentuan tentang pupuk bersubsidi. Layanan pelanggan bisa diakses secara gratis atau bebas pulsa di nomor 0800 100 8001 atau WA di nomor 0811 9918 001. Adapun, layanan pelanggan ini beroperasi pada jam dan hari kerja.
Pupuk Indonesia tercatat telah menyalurkan pupuk bersubsidi sebesar 39.202 ton ke Kabupaten Brebes, angka tersebut terdiri dari 29.470 ton urea dan 9.732 ton NPK. Pupuk Indonesia telah menyalurkan 71 persen dari total alokasi yaitu 55.000 ton pupuk bersubsidi di Kabupaten Brebes.
Selain itu, perusahaan juga menyiapkan stok pupuk bersubsidi sebesar 8.479 ton atau setara 259 persen dari ketentuan minimum yang ditetapkan Pemerintah, seluruh stok pupuk bersubsidi ini bisa dimanfaatkan petani Kabupaten Brebes khususnya petani yang berhak atau terdaftar pada e-Alokasi.
Petani yang berhak mendapatkan pupuk bersubsidi harus memenuhi kriteria yang tertuang dalam Peraturan Menteri Pertanian (Permentan) Nomor 10 Tahun 2022, yaitu wajib tergabung dalam kelompok tani, terdaftar dalam Sistem Informasi Manajemen Penyuluh Pertanian (SIMLUHTAN), menggarap lahan maksimal dua hektare.
Selain itu, komoditas strategis yang berhak menerima subsidi pupuk dibatasi sembilan komoditas saja. Antara lain padi, jagung, kedelai, cabai, bawang merah, bawang putih, kopi, tebu, dan kakao. Melalui aturan ini, subsidi pupuk ditetapkan dua jenis yaitu urea dan NPK.
Terkait laporan dua petani di Kabupaten Brebes, Fickry menyatakan bahwa atas nama Wakim asal Desa Kubangpari, Kecamatan Kersana tidak terdaftar di e-Alokasi penerima subsidi pupuk. Dengan begitu, petani tersebut tidak dapat menebus pupuk bersubsidi. Berdasarkan aturan yang berlaku, petani maupun kios yang melakukan penebusan di luar ketentuan maka bisa terkena sanksi atas dugaan tindak pidana.
“Pupuk bersubsidi adalah barang dalam pengawasan yang pengadaan dan penyalurannya mendapat subsidi dari Pemerintah untuk kebutuhan kelompok tani dan atau petani di sektor pertanian,” tutupnya.
