Arusberita.id – Presiden Joko Widodo (Jokowi) menargetkan Indonesia akan mencapai swasembada gula untuk kebutuhan konsums paling lambat 2028 mendatang. Kemudian, pencapaian swasembada gula untuk kebutuhan industri dapat terwujud paling lambat 2030. Hal itu tertuang dalam Peraturan Presiden (Perpres) Nomor 40 Tahun 2023 tentang Percepatan Swasembada Gula Nasional dan Penyediaan Bioetanol sebagai Bahan Bakar Nabati (biofuel).
“Pencapaian swasembada gula untuk kebutuhan konsumsi sebagaimana dimaksud dalam Pasal 1 ayat(2) diwujudkan paling lambat pada tahun 2028,” bunyi pasal 3 ayat 3 beleid itu, dikutip Senin (29/6).
Perpres yang berlaku mulai 16 Juni 2023 itu dikeluarkan dalam rangka mewujudkan swasembada gula nasional guna menjamin ketahanan pangan, ketersediaan bahan baku dan bahan penolong industri serta mendorong perbaikan kesejahteraan petani tebu.
Selain itu, beleid juga untuk mewujudkan ketahanan energi dan pelaksanaan energi bersih melalui penggunaan bahan bakar nabati (biofuel), perlu ditingkatkan produksi bioetanol yang berasal dari produksi tebu.
Percepatan swasembada gula nasional dan penyediaan bioetanol sebagai bahan bakar nabati (biofuel) dilakukan oleh Kementerian/Lembaga, Pemerintah Daerah, Badan Usaha Milik Negara, Badan Usaha Milik Daerah, dan/atau badan usaha swasta sesuai dengan bidang tugas, fungsi dan kewenangan masing-masing.
Terdapat peta jalan atau road map untuk mencapai tujuan tersebut. Setidaknya ada lima poin yang disinggung dalam Perpres 40/2023.
Pertama, peningkatan produktivitas tebu sebesar 93 ton per hektare melalui perbaikan praktik agrikultur berupa pembibitan, penanaman, pemeliharaan tanaman dan tebang muat angkut. Kedua, penambahan areal lahan baru perkebunan tebu seluas 700.000 hektare yang bersumber dari lahan perkebunan, lahan tebu rakyat dan lahan kawasan hutan.
Poin ketiga yaitu peningkatan efisiensi, utilisasi dan kapasitas pabrik gula untuk mencapai rendemen sebesar 11,2 persen. Keempat, peningkatan kesejahteraan petani tebu. Kelima, peningkatan produksi bioetanol yang berasal dari tanaman tebu paling sedikit sebesar 1.200.000 kilo liter (kL).
Sementara itu, pencapaian peningkatan produksi bioetanol diwujudkan paling lambat 2030.
Peta jalan ditetapkan oleh Menteri Koordinator Bidang Perekonomian berdasarkan hasil koordinasi dengan kementerian/lembaga, Pemerintah Daerah, Badan Usaha Milik Negara dan pihak terkait. Peta jalan ditetapkan paling lambat enam bulan sejak berlakunya Perpres 40/2023.
